Andrea: For easy reading, I am using bullet points below. Pls remember that anything can happen even when I
am on the ground, but the following is what I hope I can bring back to IPI:
Spar Friday 26 April, land in Peshawar Saturday 27 April:
1. Pre-arrival:
(i) On the basis of a commitment via cellphone today, my 2 main tribal area contacts will today start organizing
a meeting with ca. 2 men each from each of FATA's 7 tribal agencies, plus some semi-tribal areas, to take place
in Peshawar on Sat 27 April-Sun 28 April.
Note: Peshawar is the provincial NW Frontier capital, also where the FATA Secretariat is based.
(ii) Get a separate contact to (a) gather copies of studies etc from Islamabad-based Govt entities; (b) organize a
meeting for me with Peshawar Corps Commander during my Peshawar trip; (c) organize meetings in Islamabad
for Tue 30 April and 1 May if possible.
(iii) Get my 2 main tribal contacts to gather pamphlets, posters etc. as samples.
(iv) Discuss with my Fixers how to broach the subject -- so far it has been along the lines of saving children,
not blighting their lives with preventable disabilities, I am a Pakistanmi Muslim woman living in Vienna for
whom the last "inch" which is within reach, is an important issue.
2. The FATA & Frontier reps for the Peshawar meetings Sat 27 and Sun 28 April will be selected on the basis
of their:
(a) belonging to that specific FATA Agency;
(b) having a deep knowledge of the political, ideological, religious, tribal & govt-affiliated dynamics of their
specific Agency;
(c) ability to articulate the specific "problems" affecting the anti-polio campaign -- despite massive efforts &
inflows of funding, why are these being blocked?;
(d) proposed "solutions" and the feasibility of each such solution; miscellaneous background issues which
directly or indirectly affect the anti-polio campaign.
(e) possible "next steps"including what we require from the different actors, eg. IPI, Taliban, central Govt,
provincial Govt, role of WHO, UNICEF etc.

Note: I have just learnt that the Taliban want us to provide them with written arguments that the anti-polio
campaign is not "unlslamic" -- my Fixer and I will try to put something together for the meetings, otherwise for
May -- here, we need someone in IPI to research the kinds of approvals in Islamic countries where the anti-
polio campaign has been successful -- maybe when IPI hires someone for this project...? So we need solid
proof on this, plus that it is not harmful -- I think WHO & UNICEF have this info.
Query: Andrea, we could draft something for Larsen to send to DG WHO and ED UNICEF -- after my return.
3. Subsequent separate meetings with my 2 main tribal area contacts visavis Taliban.
4. Monday 29 April visit FATA Sectt and, if possible, provincial army chief (Corps Commander) who will play
a major role in blessing the subsequent project (and from security angle).
Monday 29 April late afternoon/early evening drive from Peshawar to Islamabad.
5. Tuesday 30 April Islamabad: try to touch base with some important health officials (if no time, this can be
done after mid-May with Mark).
6. Wed 1 May (public holiday): but maybe I can meet some contacts privately (outside their offices).
Depart late night 1/2 May for Vienna, arriving in Vienna Thursday 2 May at 13:45.
Estimated budget Euro 10,000 = ca. US$ 13,000:
(may change; Pakistan is more used to US$, hence the estimated costs below are in US$; I will change Euros
into Pakistan Rupees upon arrival as the majority will want/need local cash):
US$ 1,050: Main FATA Fixer US$ 1,050 for 3 days (at US$ 350 per day standard rate after 9/11);
US$ 550: Second Deputy Fixer: US$ 550 for 2 days (at US$ 275 per day);
US$ 1,000: Main contact for important official appointments in Peshawar & in Islamabad: US$ 1,000 (lump
sum, not per day as he will have to start right away and such a Fixer is paid for his ability to get me
appointments & accompany me, and not by the day).
US$ 5,000-- US$ 150 per person (for the tribal meetings 27 & 28 April), so if total of 20 Reps, ca. US$ 3,000.
Note: Those close to Peshawar will get 1 per Diem; those who need to spend a night in Peshawar, will get 2
per Diems -- exact amount cannot be estimated right now not as no one knows how many exactly will attend,
nor who is "nearby" and who has to travel from the farthest tribal areas, but let us say another US$ 2,000, so ca.
US$ 5,000 sub-total.
US$ 2,000 Misc: car, driver, petrol, other small cash outlays (will tray to get receipts as far as possible, but
Pakistan is largely a cash economy)
Flight business class: Emirates Vienna-Dubai-Peshawar-Islamabad-Dubai-Vienna booked today at Euro 3,645
(could change when ticket is issued); Euro 200 to change date. I will pay with my Diner's Club card.
Hotel Pearl Continental Peshawar: I will cover my hotel stay, meals, book a conference room/lunch, food etc
for Sat 27 and Sun 28 and pay either via my American Express or Diner's (whichever the hotel accepts), and
charge everything to my room so that there is 1 invoice. I will try to get a booking for my hotel room via
my Govt Fixer, will be cheaper.
Serena Hotel Islamabad: Ditto.
Conclusion: This trip do-able in Euro 10,000 cash (excluding the 2 hotels). In any case, I cannot carry
more.
