I. In Seattle, a full day of meetings in large & small groups, all focused on Pakistan polio, and 1 on Afghanistan & security situation there as well as new polio staff in Kabul. Participants at all the meetings were from the Gates Foundation, WHO, UNICEF & IPI. 2. The air of euphoria in Pakistan end-April/early May (with Pakistan producing "only 22 cases versus 59" at same point in 2014) was largely replicated by the participants' self-congratulatory attitude in Seattle, with the exception of one WHO staffer. I emphasized that the basic broken system needed to be fixed otherwise polio would not be wiped out, that corruption & mismanagement & under-reporting needed to be tackled, & that all along the so-called Taliban ban had been more of a convenient excuse for the Pak health authorities for the successively high figures in 2013 & 2014 -- in short, that the real problems were still to be tackled. 3. Ref. Afghanistan, where IPI had been asked by Seattle in April whether we could provide security updates as for Pakistan, I said: yes, though not to the same level of detail, which was not really required either. We are now waiting for a clear response from Seattle on this. I also briefed them on the real issues on US-Taliban talks. 4. Ref. security situation in Pakistan, the ongoing military operations in the tribal areas, & the security-related polio problems in parts of Karachi (commercial capital) & Balochistan (separate province suffering from decades of neglect & insecurity arising from activities by Baloch militants, Pak sectarian & terror groups, criminals & smugglers, as well as evidence-based clandestine activity bylndia & a few other foreign intel agencies), I shared with the smaller groups what the Pak Army has been doing & plans to do until end 2015. 5. Ref. BMGF and media work, I repeated that their paid media hacks were preaching to the converted in that urban, westernized middle-class readers of the English language media were not the right target & that their TV work was not of much use in that the major "refusals" were in remote communities without TV reception or they did not watch TV on religious grounds. 6. Ref. "polio attacks" whereas the UNICEF data-base showed very high figures 2012-2015 todate, my own very thorough research showed a very low figure -- the attacks involving polio figures were largely as a result of attacks on security forces, in unsafe areas, or for completely unrelated reasons. Colour-coded matrix was provided. 7. In a meeting with the Director of the Polio team (alone), I was slightly more open, informing him of the Pak PM's fury at his arch-enemy being telephoned by B Gates; the issue of proposing sensitive mapping technology to the leader of the opposition but not to the PM etc. Conclusion: After 2013 & 2014 multiple meetings, the most recent one on 14 May was quite tame, & left me wondering whether Seattle fully understands the extent of the broken polio system in Pakistan! Meeting in NYC today 16 May with Dr Chris Elias, B Gates's right-hand man on global issues: 8. Following TRL's instructions to be very open in sharing sensitive info, & because we two met alone, the following points were raised by me: (i) the vast amounts of polio $ in Pakistan had unfortunately become part of the problem rather than of the solution; EFTA00650148 (ii) Seattle itself would be unable to list the thousands of persons on its payroll in Pakistan; (iii) lack of impetus to end PEP & thereby the extra income; (iv) possibility of a performance audit (unless the corruption & mismanagement were tackled heads-on & unless some senior heads rolled, the problems would continue); (v) security update & possibility of resurgent militants-terrorists' activity after the military ops ended; (vi) reaction of Gen Raheel Chief of Pak Armed Forces to B Gates' telephone call to him, as well as negative intel reaction to any proposal to use mapping technology -- high-resolution satellite imagery from above & GPS below; (viii) need to bring Pak health delegation in Geneva next week down to earth & hold them accountable to fixing the system which had led to polio increase; (xiii) "ghost kids" (ostensibly vaccinated but not really) & my discovery recently of "ghost teams" where entire polio teams existed only on paper and the salaries were being diverted to the food chain of corrupt staff; (ix) security in Afghanistan & state of secret talks between US & Afghan Taliban. Dr Elias suggested he & I stay in touch bilaterally & that he would brief only B Gates on resulting info, he gave me very interesting info on confidential future action on polio in Pak (I will do a separate email on this); I invited him to stop over in Vienna & meet IPI there (he agreed). I think it will be very useful for TRL & Dr Elias to meet too, maybe in New York....? Ref. a meeting with Andrea Pfanzelter in Geneva next week (Samitz will write separate note, he did a very good, focused brief intro to the pandemics high-level event in Geneva 11-12 Sept), Dr Elias will be in Geneva as of Sun thru to Thursday, he agreed to meet you Andrea briefly, you should email him & someone from his team will get in touch & organize a brief meeting (will have to be Wed or Thurs, right?). The ca. 2 hour NYC meeting with Dr Elias was far more strategically useful, for both BMGF & IPI than the entire day in Seattle.
