From: "James P. McGee" <I To: Jeffrey Epstein cti CC: Mohamed Waheed Hassan •, "Jeffre Salim Waheed , Jason Cincotti Subject: RE: Maldives Polling Development / Follow-Up Date: Mon, 18 Feb 2013 21:16:34 +0000 To All: Jeffrey (Epstein) raises a very good point and I wanted to make sure I provided the group a clarification. The Maldives questions posed in the Maldives Issues-Polling Information Memorandum that we recently produced are base level questions around some of the prevailing issues affecting the Maldives today. They are not phrased as "Polling / Survey Questions" The valid concerns raised by Jeffrey will be taken care of when our Pollster puts together the actual Survey / Questionnaire. That was also the reason I provided you with the most recent US Virgin Islands Poll in my last email, in order to give you an idea as to how actual poll questions are structured. If you look over some of the questions that were developed for that survey you will see the phrasing structured in a similar way that Jeffrey replied in his email. Example: Do you agree, or disagree with the following statement: President Waheed is doing all he can during his presidency to re- establish stability and confidence back in our government. • Strongly Agree • Mildly Agree • Mildly Disagree • Strongly Disagree • Unsure • Refused The finalizing of the polling questionnaire is essential and is our next critical step in President Waheed's Campaign development. That is also why I have asked that President Waheed pull together his cabinet and campaign team in the very near future so that we can get your team on the phone (or Skype) with the Pollster in order to finalize the questionnaire and get into the field as soon as possible. Please let us know when you are able to pull things together at your end and we will do the same here. McGee From: Jeffrey Epstein [mailto: Sent: Monday, February 18, 2013 7:50 AM To: James P. McGee Cc: Mohamed Waheed Hassan; Jeffrey Salim Waheed ( Subject: Re: Maldives Polling Development / Follow-Up ); Jason Cincotti I would not send this out without re phrasing the questions . instead of " do you believe" I think its should say " do you agree that president W is doing all he can" i agree strongly, i agree moderately and I disagree. I EFTA00659167 think as currently structured, it imparts too many negatives, and instead of merely a poling, might have a negative impact in its distribuiton, On Sun, Feb 17, 2013 at 7:17 PM, James P. McGee <1 > wrote: President Waheed: I hope you are well. How is everything going this week? Any important campaign developments worth noting?? I spoke briefly with your son Jeffrey this weekend. It was a quick introductory call and I still owe him a return call to discuss your campaign development to date a bit more in depth with him. You will also have noticed that I have copied you on the many emails that I sent to Jeffrey this weekend. I have forwarded to him the preliminary emails and campaign development memoranda that we have prepared so far for you and your team. Once he has read up on the forwarded materials Jeffrey should be pretty well caught up with where we currently are with your campaign organization and our preparations to date. I will make that additional follow up call to Jeff either tonight, or tomorrow, and get him all caught up as well as answer any questions that he may have at this time. In the meantime, as I mentioned in my last email to you, the next critical step for you and your campaign is to finalize a Baseline Survey Instrument and get into the field and conduct the Preliminary Baseline Poll as soon as possible. I have attached the original Maldives Issues-Polling Information Memorandum that I previously sent to you. As you and I have emailed back and forth about, we need to get your team on the phone, or Skype, to get their input with respect to other locals issues such as education, health care, etc... I have also attached a Final Draft of an actual Poll that is going on right now in the US Virgin Islands. We will be looking to develop something similar for you in the Maldives. You and your team can use the attached as a reference document ahead of our phone call this week. We do have a Pollster who is has polling experience in island environments and has proven to be very good with his polling results in the past. I have brought him up to speed and provided him with the preliminary memoranda and background information and he working on finishing the developing of the Baseline Survey Draft but, once again, we need to get on the phone, or on Skype, to review with you, your son, your Cabinet, and any other members of your campaign team to get the local input needed that will get the document where it needs to be. Please let me know what dates / times look good for you and the team later this week and we will figure out how to make it work on our end. Look forward to talking to you and the team soon.
