Initially we invited Dr, Ali Tarhouni, currently the Minister of Finance & Oil in the TNC government and
previously a Senior Lecturer in Business Economics at the University of Washington and a friend of Dr. Noah. As
for his background, after breaking with the Qaddafi Regime, he was stripped of his citizenship, sentenced to
death in absentia, and put on a government hit list in 1981. But he is unable to come because Mustafa Abdul
Jalil, President of the Transitional National Council and Dr Mahmoud Jibril, Acting Prime Minister and charged
with forming the first Libyan government after Qaddafi are coming to New York next week for one day to meet
with President Obama and Dr. Ali Tarhouni has been asked to stay behind in Libya to mine the store.
As such, I suggest that you/we bring Fadel Hshad, Senior advisor to Mr. Abdul Jalil to head a delegation from
the TNC that will include the following:
1) Dr. Mohamed Yusuf al-Magariaf:
Washington DC - NY - Atlanta (2 night stay
in NY arriving this Monday or Tuesday at the latest.) Dr Magariaf will surely play a leading role in Libya either
soon or in the medium term (6-12 months). He is considered the Nelson Mandela of Libya and has a good
chance of becoming the first democratically elected President of Libya when the TNC relinquishes its power. Dr.
Magariaf was #1 on Qaddafi's Hit List and the first senior within the Regime to break with Qaddafi in 1981. Dr.
Magariaf was the target of a bombing that killed 186 passengers on a UTA flight in 1989 including the wife of
the US Ambassador to Chad.
2) Dr. Fadi Noah: Portland (pdx) - NY - Portland/return arriving Monday evening for 2-3 nights. Educated at UC
Berkeley with a PhD in Nuclear Engineering. He was Undersecretary of Energy in Libya and headed it nuclear program
before breaking with the Qaddafi Regime in 1983. Dr. Noah became #2 on Qaddafi's Hit List.
3) Dr. Intisar Azzuz: Portland (pdx) - NY - Portland/return arriving Monday evening for 2-3 nights. Dr Azzuz is a
close advisor to Dr. Magariaf and a future leader of women's issues in Libya in a major capacity being a highly
educated and highly respected Libyan woman.
4) Fadel Hshad: (Tripoli via Tunis - NY - Tripoli via Tunis/return) arriving NY Monday or Tuesday for 3 nights.
Fadel has been officially appointed special advisor to Mr. Abdul la (NTC head) and will bring relevant ID and
letters of introduction. Like the three others above Fadel Hshad has been living in witness protection in the UK
for almost three decades
5) Me/Gregory Brown: (Burbank to JFK/return via Jet Blue) arriving on the red eye Monday morning for five
nights.
All five us can travel commercial business class, with the exception of Dr. Magaraif who (if available) I would
suggest bringing him in First Class. All can stay in hotels, where ever you can arrange it and car service and
meals, plus a few gifts. Dr. Noah just got off the phone with Fadel Hshad who was in Benghazi, and we
instructed him to not leave Libya before getting an officially signed mandate to negotiate and settle the
problem with Goldman. So we will want to meet with him and Dr. Noah anyway and as soon as possible.

Please understand that Mustafa Abdul Jalil and Mahmoud _fibril will only be in NYC for a day, so most likely
we won't be able to meet with them, as they are only coming to NYC to do a photo opt with President Obama
and a casual meet & greet in and around the UN. As such, Fadel Hshad and Doctors Magariaf, Noah and
Azzuz hav offered to invite other TNC members of the elite to any functions that you may be hosting and to
meet with us or whomever we recommend. With this said, please understand that today, I can only promise
the people listed above, because schedules are tight and some of the other TNC elites have their own backers
and obligations. The upside, is that we will have total access to Dr. Magariaf, Dr. Nah< Ar, Azzuz and Fadel
Hshad and they are willing to work with us.
Since you are already hosting the heads of state from several African countries, and Dr. Magariaf is a seasoned
diplomat, I suggest that we use (and he has agreed) this visit as an entry point to resolve the schism between
the TNC and the Sub Saharan countries who mostly supported Qaddafi during the civil war, especially since
under the Qaddafi Regime, the Libyan Investment Authority has more than US$40 billion invested in Sub
Saharan countries. A workout of this portfolio could net us hundreds of millions and possibly billions of dollars
in profits and fees.
If you bank my play, (and I have kept it lean and mean), as such I have a bunch of other people who will
entertain our delegation, so if you will hold a small discreet luncheon, dinner or drinks in their honor, I can keep
them suitably occupied for the rest of their visit.
