Dr. William DeLone, Vice Chair - Dr. DeLone currently serves as the Executive Director of the Center
for Teaching, Research and Learning as well as the Director of the Center for Information Technology
and the Global Economy, Kogod School of Business, at American University in Washington, DC. He
holds a Ph.D. in computers and information systems from UCLA and other degrees from Carnegie
Mellon and Villanova, and is a specialist in the strategic management of information technology and e-
business resource planning systems. Well-researched in the implementation and use of information
technology in small and medium-sized businesses as well as the success factors in offshore sourcing
of IT projects. Dr. DeLone has been globally active consulting and lecturing on information systems at
universities around the world, and resides in the Washington, DC area. FRIEND
Roger Dewey - As Executive Director of the USVI St. Croix Foundation, Mr. Dewey has been
instrumental in leading the revitalization of Christiansted, the economic center of St. Croix. Leveraging
grant funds to secure multi-year support for operations, he has directed foundation growth to nearly $3
million annually and successfully led legislative efforts that provide tax credits towards community
rehabilitation. Mr. Dewey has worked as a consultant managing the evaluation and restructuring of
troubled real estate ventures and businesses, and the development of resort condominiums and
suburban subdivisions. Mr. Dewey resides on St. Croix. FRIEND
Dr. David Hall, Secretary - Dr. Hall began his tenure as the fifth President of UVI on August 1, 2009.
He holds a bachelor's degree from Kansas State University, a doctorate in juridical science and an
LL.M. Degree from Harvard Law School, and a juris doctorate from the University of Oklahoma, where
he also earned a Master's degree in human relations. Dr. Hall was appointed Dean of Northeastern
University School of Law in 1993, and Provost and Senior Vice President for Academic Affairs in 1998.
With a distinguished career as an educational administrator, Dr. Hall is recognized as a preeminent
scholar in the field of law, and was recognized by the Wall Street Journal in 1995 as "one of the most
important leaders in legal education today." Dr. Hall's publications include works on civil rights, the
U.S. Constitution and race, legal education and social justice. DO NOT KNOW HIM THAT WELL
AND HE IS NEW TO THE VI.
Alex Moorhead, Chair - Mr. Moorhead is Chair of the UVI Board of Trustees, a member of the UVI
Foundation Board, and also a member of the Board of the V.I. Chapter of the American Red Cross.
Born on St. Croix, Mr. Moorhead holds a BA degree from Moravian College and a Master in Public
Administration from Harvard. Elected to three terms in the Legislature of the Virgin Islands, from 1971-
1976, Mr. Moorhead served as a Senate Minority Leader. He was employed by the V.I. Water & Power
Authority from 1977-1979, first as Director of Management Services and later as Deputy Executive
Director, the number two position in that public utility. After securing his Master's degree in 1980, Mr.
Moorhead was hired by the Hess Oil (later HOVENSA) refinery on St. Croix, and served as
HOVENSA's Vice President, Government Affairs, Community Relations & Secretary until his retirement
in June, 2010. I HAVE KNOWN HIM FOR YEARS - QUIET AND CONSERVATIVE.
Henry Smock, Esq.- Mr. Smock graduated from Rutgers University, and received his law degree from
the University of North Carolina at Chapel Hill in 1975. He came to the Virgin Islands in 1970 and was
admitted to the Virgin Islands Bar in 1975. He serves on both the Ethics Committee and the

Committee of Bar Examiners of the Virgin Islands Bar. He is also admitted to the Bar of Wyoming and
the U.S. Court of Appeals for the Third Circuit. Mr. Smock served as Judge of the Territorial Court of
the Virgin Islands from 1987 through 1993. He is currently a partner in the law firm of Smock &
Moorehead, and is a member of the Third Circuit Lawyers Advisory Committee, the Advisory Group of
the Civil Justice Reform Act, President of the District Court Historical Society, American Bar
Association, Wyoming Trial Lawyers Association and Defense Research Institute. He is the former
chairman of the USVI Law Revision Commission, and a former president of the Virgin Islands Bar
Association. In addition to his service on the UVI Board of Trustees, Mr. Smock also serves on several
other boards and commissions. FRIEND
Executive Management
David Zumwalt, Executive Director - Prior to his appointment in 2005, Mr. Zumwalt founded and
served as Chairman and CEO of CNet, Inc., a leading provider of operational support system software
and technology solutions to the worldwide wireless telecommunications industry. He has served as an
"active director," advisor, and investor in venture capital and private equity initiatives in emerging
market sectors, focusing on technologies, telecommunications, and applications, including e-
commerce. A Dallas native, Mr. Zumwalt holds a BS Electrical Engineering degree from Rice
University and currently resides on St. Croix. DO NOT KNOW HIM THAT WELL
