I write to you on behalf of my
My client, Jeffrey Epstein, to request your
consideration of our request for approval of a transfer of Mr. Epstein's supervision to the
Virgin Islands. under the Interstate Compact Relating to Probation and Parole.
Mr. Epstein is and has been a full-time resident of the Virgin Islands for over 10 years.
His business, Financial Trust Company, Inc., located at Red Hook Quarter, has been an
outstanding and active participant in the Virgin Islands community over that period. Mr.
Epstein and his business have employed, on average, over 60 people per year in the
Virgin Islands (DI..is that correct? le, are all the employees here?).
On June 30, 2008, Mr. Epstein agreed to plead guilty in a Florida state court to two non-
violent felony counts relating to prostitution. As part of that agreement, he received an
18-month Palm Beach County Jail sentence to be followed by 12 months of supervision.
As per the residence requirement of the Interstate Compact, Mr. Epstein has resided in
the Virgin Islands for more than the entire year before his sentence. As both his legal
residence and place of employment are and have long been in the Virgin Islands, I write
te-request your assistance in the steps needed to approve expedited transfer of Mr.
Epstein's supervision from the State of Florida to the Virgin Islands.
As stated above, in connection with his plea, Mr. Epstein also agreed to one year
of enhanced probation, i.e.. "community control", following his incarceration. As you
may bears-probably aware, under the unique law of the State of Florida, a "community
control" sentence is defined as an enhanced form of probation, where, in addition to his
normal weekday supervision, the probationer may also be subject to supervision on
weekends and holidays. As an additional condition of his supervision, Mr. Epstein is also
required to meet with his probation officer at least once a week (as opposed to once a
month which I believe is more typical for an ordinary probation sentence), and has agreed
to be subject to a list of additional restrictions. I enclose Please-see-the-attfor your

prepared to conform to each of the items on the list. As you will also note, Mr. Epstein is
required, at least under Florida law, to register as a sex offender. His Florida state charge
was a non-violent sex offense, i.e., procuring a minor for prostitution. We recognize that
Virgin Islands law would govern as to Mr. Epstein's registration requirements if his
probation was transferred to the Virgin Islands. and we understand that any issue relating
to registration would fall to the Attorney General's office for determination, so I am not
asking you to make any determination on that matter. Rather, we would address that with
the Attorney General's office.

As the Interstate Compact Administrator, we do request that you approve, in
principle, the transfer of Mr. Epstein's supervision so that he might return home to live
during this period. We have been in contact with the Correction Services Administrator
in Florida, Mr. Chris Lane, who has suggested that the most appropriate way to move this
process forward would be for us to first receive an acknowledgment from your office that
the Virgin Islands would accept Mr. Epstein's transfer with the accompanying enhanced
restrictions, assuming of course that he met all the other requirements. Mr. Lane's office
would then forward to you the standard application to begin the transfer process. Mr.
Lane also acknowledged that there is precedent for such a transfer, and he has suggested
this procedure to most easily effectuate the transfer. If you would find it helpful, we can
provide you with a sample of the transfer documents that includes detailed responses
applicable to Mr. Epstein's transfer.
As previously mentioned, the Virgin Islands is Mr. Epstein's home. Since Mr.
Epstein set down his roots here over 10 years ago, he has generously donated his time
and financial resources for local scholarships, educational and social programs and other
worthy philanthropic endeavors. Mr. Epstein and his business, Financial Trust Company,
Inc., currently employ more than 50 people in the Virgin Islands. The company strongly
encourages employees to participate in professional and personal development programs
at the company's expense and provides tuition assistance to foster the educational
development of employees' family members. Mr. Epstein, himself, frequently provides
aid and support to his employees in times of financial emergency or personal crisis.
Substantial pressing demands of Mr. Epstein's Virgin Islandsr based business and the
continued financial wellbeing of Mr. Epstein's employees, especially under these difficult
economic times, make it imperative that Mr. Epstein resume work on St. Thomas as soon
as possible.
Mr. Epstein's state supervision is to begin on July 22, 2009. We hope to initiate
the transfer process as soon as possible in order to ensure that there is sufficient time for
the transfer to take place in the ordinary course. Accordingly, we respectfully request
your assistance with a confirmatory letter at your earliest convenience. I will call you in
a few days to see if you have any questions about this request, or if there is anything I can
do to assist in completion of your review.
