Dear Lord Mandelson,
I look forward to welcoming you in Shanghai. Regarding the content of your speech, let me
provide some background information here for your consideration.

1. There will be an audiance of 800 high level people, with 30% being foreigners. About 200
journalists will cover your speech. You will have about 30 minutes to make the speech and
there will be a 10 minute O&A.
2. In view of the financial crisis and the ongoing Eurozone sovereign debt crisis, some in China
think that China has stumbled upon a superior political-economic system.
3. Most intellectuals in China think otherwise.
4. Does one-man-one-vote liberal democracy face a fundamental challenge: how to erase
government deficit and provide an effective government in an environment where new growth
sources seem scarce.
5. Shanghai is a city essentially created by the British. So we all want to know how Britain will
fare going forward.
I'd appreciate it also if you can let us know your speech title as soon as possible.
