I tried to do a track-changes version for easier review, but because the structure got completely overhauled it ends up being a huge mess and I think basically useless. So I'm sorry about that! The main changes are that I added the "substantive count is super aggressive and also a great idea" section up top; rearranged the false statements (both internally and where they are in the memo); and accepted a million changes. Very happy for comments on all, though especially on what you think of the categories for the statements — I don't really think they ultimately fall neatly into categories, but I think multiple people thought that would be preferable so curious what y'all think. Also the comments or changes that I didn't delete or accept are the ones that I want to talk through. Let me know if any questions, etc, and happy to chat any time, and thanks as always. EFTA00086964
