FD-302 (Res•. 5-8-10) 90A-NY-3151227 Serial 46 -1 of 2- FEDERAL BUREAU OF INVESTIGATION Date of entry 08/20/2019 CHRISTOPHER SANTOS FELIX, date of birth (DOB) was interviewed in the offices of Special Investigations Unit of the Metropolitan Correctional Center located at 150 Park Row, New York NY 10007. Present during this interview was FBI SPECIAL AGENT FBI SPECIAL AGENT , OIG SPECIAL AGENT , BOP III and myself. After being advised of the identity of the interviewing Agent and the nature of the interview, FELIX provided the following information: FELIX stated that he has been in MCC since March 4, 2019. FELIX also informed us that he knows what happened but that did not want to speak without his lawyer present. FELIX continued to speak and offered information anyway. FELIX stated that JEFF (as he referred to the victim) often complained about the machine. FELIX described a CPAP machine once asked to clarify. FELIX stated that the guards never did their rounds/checks as they were supposed to. The last check was made sometime between 12:30AM - 1:00AM. The male black stayed by the door and the female black walked through the tier but did not walk all the way in. FELIX stated that they (meaning guards) noticed that JEFF was dead during breakfast and during the head count. FELIX was asked who entered the cell after the discovery to which FELIX answered, the male guard. This male guard entered and started to perform CPR (cardiopulmonary resuscitation). FELIX stated that the female guard stayed outside the cell and described her as being panicked. FELIX stated that when the door was opened, JEFF was on the floor. FELIX was able to see that the rope was not over his (JEFF's) head. The FELIX observed the body being removed and the guards had the rope in hand and defibrillator. FELIX described JEFF's activities as going down to legal with his legal team at approximately 8:00AM and returned approximately 8:00PM. When JEFF was placed into the cell the handcuffs would be taken off. JEFF would say hi. FELIX recounted that on FRIDAY (day before discovery of victims death) JEFF was up and taken down to legal at approximately 8:00AM. JEFF's cell mate, STONE (as FELIX referred to him) was taken down as well and said; "See you later. I'm going to court". STONE did not return that night. FELIX did not hear any noise during the night . No one was observed entering the victim's cell during the night after he was brought up from legal. Door was not opened during the night. FELIX had other information regarding contraband and inappropiate behavior between staff counselors and inmates. I served as translator for who asked questions and took notes in regards.
