And it is 9 correct? 10 : Yes. 11 • • 12 Yep. 13 : All right. This is an 14 official DOJ/OIG investigation into the death 15 of inmate Jeffrey Epstein and the surrounding 16 circumstances, and you are being asked to 17 voluntarily provide answers to our questions. 18 Will you agree to a voluntary interview with 19 the DOJ/OIG? 20 : Yes. 21 : Thank you, sir. I'm just 22 going to have you review a form. It's a 23 DOJ/OIG Form 3-226/2. Started at FCI 4 Fairton. 5 : FCI Fairton? 6 : Yep. 7 : Is that Connecticut? 8 : Nope. 9 : No, New Jersey? 10 : South Jersey. 11 : South Jersey? That's 12 right. 13 : Yep. South Jersey. 14 : Okay. Where is that in 15 South Jersey? 16 : In the middle of nowhere. 17 Down past Millville, by Bridgeton. 18 : Okay. And how long were 19 you there? 20 : Approximately over, over 21 three years? I came here, September 2015. 22 : To the MCC? 23 : Yeah. 24 : You've been here ever 25 since? EFTA00111500 10 1 : I went to Otisville, FCI 2 Otisville for five months. 3 : When was that? 4 : That was, let's see, 5 November 2019. And then I came back here, 6 April 2020, for this current position. 7 : Was that a TDY or was it 8 an actual transfer, when you went to 9 : Transfer. 10 : It was a transfer? 11 : Yes. Yes. 12 : Was it a promotion or 13 something? 14 : It was a lateral. Cause I 15 was, I did plumbing here and then I lateraled 16 there for plumbing. It didn't work out, 17 commute-wise with day care and stuff, so. 18 : I got you. 19 : I came back here for a 20 promotion. 21 : Okay. So, November of 22 2019, until you said about April of 2020? 23 : Yes. Briefly. Five, yeah, 24 about five months. 25 : All right. So, in August EFTA00111501 11 1 2 3 4 2019, you were at the MCC? : Yes. : And what was your position at that time? 5 : Plumbing Worker Supervisor. 6 : Plumbing Worker 7 Supervisor? 8 : Yes. 9 : Okay. And you said, what 10 is your current position now? 11 : Lock and Security 12 Supervisor. 13 : Okay. But you were a 14 supervisor, you said, in August of 2019? 15 : A Plumbing Worker 16 Supervisor. 17 : Okay. 18 : It's not technically a 19 supervisory position in the BOP. You're just a 20 supervisor of inmate workers. 21 : Okay. I got you. Are 22 you familiar with Jeffrey Epstein? 23 : Yes. 24 : Do you know if he was an 25 inmate housed within MCC in July and August of EFTA00111502 12 1 2019? 2 : Yes. 3 : And as the position, 4 description that you just described, what were 5 your duties and responsibilities? 6 : Supervising inmate workers 7 to fix various plumbing issues throughout the 8 institution. 9 : Specific to plumbing, 10 though? 11 : Yes. 12 : Okay. Did you have any 13 interactions or involvement with Epstein during 14 your stay at, during his stay at the MCC? 15 : Not too, not that I 16 remember, no. The only time I ever saw him was 17 probably while he was in the attorney 18 conference room. 19 : Okay. 20 : In passing. 21 : Never in the SHU or 22 suicide watch or anything? 23 : Not that I remember, no. 24 : Okay. Did you work at 25 the MCC on August 9th and/or 10th of 2019? EFTA00111503 13 1 : I believe so. 2 : Okay. That would have 3 been the day before his, do you know that he 4 was found in his cell, unresponsive 5 : Yes. Yeah. 6 : -- and rushed to the 7 hospital? The day before and the day of that 8 discovery. Do you know if you (Indiscernible 9 *00:08:16). 10 : So I have weekends off. 11 : Okay. 12 : So, if I was here, it would 13 have been a Thursday or Friday, the night 14 before. 15 : Got you. So August 9th 16 was a Friday, then. 17 : So, I most likely was here. 18 : But you don't 19 specifically recall? 20 : I don't specifically 21 remember, no. 22 : Okay. Do you remember on 23 August 9, 2019, what your duties and 24 responsibilities were? 25 : Can you say that again? EFTA00111504 14 1 What date? 2 : On August 9, 2019? 3 : That day? So, if I was 4 here, and I'm just trying to remember if we 5 went to the gun range at that point. Cause I'm 6 a firearms instructor, too. 7 : Okay. 8 : But if I was here, I would 9 have been supervising inmates, probably fixing 10 plumbing issues (Indiscernible *00:08:56). 11 : Do you remember if you 12 were Acting in place of 13 : I did not remember, but 14 apparently, you stated that -- 15 : Do you remember ever, let 16 me show you, I have, if I can find it, then, 17 there is an email saying that he was out of the 18 office. 19 : Okay. 20 : And that you were Acting 21 for him on that Thursday and Friday. Does that 22 ring a bell? 23 : It doesn't. 24 : No? 25 : It's so long ago, but it's EFTA00111505 15 1 very possible. 2 : Okay. 3 : I was Acting a lot for him. 4 : Oh, you were Acting a lot 5 for him? 6 : Yeah. Like, whenever he 7 was out. Sometimes. 8 : Okay. So, when you were, 9 when you were Acting for him, what were your 10 duties and responsibilities at that time? 11 : Just be kind of a liaison, 12 in between management and facilities, if they 13 would call, if there was any kind of issue. I 14 would help try to guide workers into doing that 15 work and getting it done. 16 : Did any of the employees 17 of the BOP MCC report to you when you would be 18 Acting? 19 : What do you mean, report to 20 me? 21 : Like, for instance, there 22 is, oh, what is his title? But 23 Uh-huh. The com tech. 24 Yeah. 25 : He's the com tech? Would EFTA00111506 16 1 he be, would he report to you, when you were 2 Acting for 3 : Usually, yes. 4 : Okay. So, on August 9, 5 2019, would have he been reporting to you, if 6 you were Acting for 7 : I guess, technically, yes. 8 : Okay. When you say 9 technically, what do you, what does that mean? 10 : 1 don't remember him 11 telling me anything. 12 : Okay. And when you would 13 act for who would you primarily 14 work with? 15 16 17 : Like Facilities staff wise? : Yeah. : Yeah. Whoever would be 18 working in Facilities, and then, like I said, 19 whenever departments call and stuff like that, 20 I would kind of be the initial person that they 21 would call and say, hey, this is messed up, 22 nine times out of ten. You know? 23 : So, aside from, like, 24 inmates, who would report to you? 25 : Aside from inmates? So it EFTA00111507 17 1 would be staff. 2 : Yeah. Which staff 3 members? Like, what groups would report? 4 : Specifically Facilities 5 staff. 6 : Okay. And were there 7 many? 8 : Usually not too many. No. 9 From what I remember. You know, maybe, maybe 10 five staff, ish, (Indiscernible *00:11:18). 11 : Five staff members? So, 12 was one of, like, five? 13 : Yes. 14 : Okay. Are you aware that 15 the cameras were not working properly within 16 the MCC on August 9th and 10th of 2019? 17 : No. 18 : Are you aware now? 19 : From rumors, yes. 20 : Were you ever, no one has 21 spoken to you since August 10, 2019, about it? 22 : No. 23 : No one ever asked you 24 about it or anything? 25 : No. EFTA00111508 18 1 : Have you ever been 2 interviewed? 3 : No. 4 : Excuse me. 5 : Yeah, that would be 6 great. Who was responsible for making sure the 7 cameras were working properly on August 9th and 8 10th of 2019? 9 : If was here, 10 , it would have been him. 11 Whoever the com tech at the time would have 12 been. 13 : Okay. 14 15 cameras. 16 : Do you know why the : They're responsible for the 17 cameras weren't working properly on August 9th 18 and 10th, 2019? 19 : No. 20 : Did anyone ever inform 21 you on August 9th or 10th that the cameras were 22 not working properly? 23 : No. Definitely not. 24 : So, if says he 25 reported to his supervisor that they were not EFTA00111509 19 1 working properly and his supervisor informed 2 him to come back the next day and take care of 3 it, who would have that been? 4 : So, a lot of times, when 5 people are Acting, and there's any kind of 6 serious issue, they will call their real 7 supervisor directly and let them know what is 8 going on. 9 : Okay. 10 : So, as far as I know, 11 nobody ever told me that the cameras were not 12 working. 13 : Do you know if 14 ever reported to that the cameras 15 were not working? 16 : I don't know. 17 : Okay. Do you believe 18 that informed you that the cameras 19 weren't working? 20 : No. 21 : I know you said you don't 22 recall, but do you believe he did not tell you? 23 : I believe he did not tell 24 me, because I would remember something like 25 that. EFTA00111510 20 1 : Yeah. 2 : It's pretty important. 3 : All right. So, you're 4 pretty, then, you're certain that he didn't 5 tell you? 6 : Yes. 7 : Okay. 8 : Very certain. 9 : Very certain he didn't 10 tell you? So, he did not tell you that the 11 cameras weren't working? 12 : Yes. 13 : Did ever contact 14 you and tell you that the cameras weren't 15 working? 16 : No. 17 : Do you know anything 18 about knowing that the cameras 19 weren't working and then leaving the facility, 20 knowing that they weren't working? 21 : No. No. 22 : No? 23 : I have no idea. 24 : So you don't know 25 anything about him being sent home after making EFTA00111511 21 1 some kind of, someone aware that the cameras 2 weren't working? 3 : No. 4 : You don't know anything 5 about that? 6 : No. Huh-uh. 7 : If , being that 8 you were, I guess, just, you know, I know it 9 was Acting, but he was the Acting Supervisor on 10 August 19th, if he knew that the cameras were 11 not recording in the facility, do you think 12 it's acceptable that he left the facility, 13 knowing that they weren't working? 14 : No. I wouldn't think that 15 would be acceptable. 16 : If he informed you that 17 the cameras were, in fact, not working or 18 recording on August 9th, would you have told him 19 to fix it? 20 : Yeah. So, if I was 21 informed that they weren't working, I would 22 say, get it fixed. Maybe call around for 23 suggestions on how to fix it or get a 24 contractor that can fix it. I mean, it's 25 pretty important. EFTA00111512 22 1 : Okay. So the fact that 2 he left at 2 p.m. and then returned the 3 following day to fix it at, during his next 4 shift, do you believe that was not an 5 acceptable course of action? 6 : Yeah. I would say so. 7 Yeah. 8 : That it wasn't 9 acceptable? 10 : Yes. 11 : Okay. And again, you 12 don't know anyone that was actually informed 13 that the cameras weren't working? 14 : No. 15 : Aside from , who 16 had access to the camera system? 17 : I don't remember, to be 18 honest with you. I would just assume the com 19 tech, maybe, possibly, the electrician, but 20 probably not. 21 : Did you have access to 22 it? 23 : No. 24 : Who, so, other than 25 , what are some people's names that had EFTA00111513 23 1 2 3 4 5 access to it? Do you know, at that time? : I'm just assuming. I would assume, maybe, the electrician, although he doesn't really touch cameras. And maybe the Facilities Manager. 6 : Okay. So, who was the 7 electrician at that time? 8 9 : Can you spell that last 10 name? 11 12 13 : I'm assuming. I don't know 14 if he does. 15 : Yeah, no, that's fine. 16 : Just, yeah. 17 • . You're not • 18 saying he did anything wrong, but -- 19 : Yes. 20 : And what was the first 21 name? 22 23 • 24 : Yeah. 25 EFTA00111514 24 1 : Yeah. That sounds right. 2 : Okay. He was the 3 electrician? 4 : Yep. 5 : And the Facilities 6 Manager was who? 7 8 : Okay. They're the only 9 two that you would know, that you believe that 10 would have had access to the cameras? 11 : Yes. 12 : Do you know if anybody 13 else would? Are they, like, locked or 14 anything? Do you know if they're, like, 15 secure? 16 : I'm pretty sure it's pretty 17 secure. It's not like, I mean, I know that, 18 like, let's just say SIS can look at any 19 cameras. I know that. Maybe some lieutenants, 20 a captain, to see if cameras are working. You 21 know what I mean? So, like, they can view 22 cameras at any time. But as far as what, like, 23 servicing them or checking them out regularly, 24 it would probably be , maybe , if he 25 did, at all. And maybe the Facilities Manager, EFTA00111515 25 1 2 : Okay. As far as not just 3 being able to, like, look at a camera to see if 4 it was, like, actually, like, showing 5 something, but as far as being able to, like, 6 knock a camera offline, or, like, you know, 7 stop them from recording, do you know how that 8 would take place? Where that would have been 9 located? 10 : I'm not positive, but I 11 believe the com tech room. 12 : Where was the com tech 13 room at that time? 14 : In the Facilities 15 Department, in the basement. 16 : Okay. Did you know 17 anything about, like, anything being stored in 18 the SIS office at that time? Any kind of 19 cameras? 20 : To be able to take cameras 21 offline? 22 : Yeah, like, hard drives 23 or being able to -- 24 : I'm pretty confident, no. 25 : Okay. EFTA00111516 26 1 : Yeah. So, no. 2 : So, no, you don't think 3 it was in the SIS office? Okay. And of that 4 com tech room that you mentioned, are they the 5 only people that would have, would this 6 and and be the only three people 7 that would have had access to that room? 8 : Yes. 9 : Do you know if anyone 10 could have intentionally taken cameras offline? 11 : No. No. No, not that I 12 know of. 13 : You don't know? 14 : No. 15 : Do you know if anybody 16 did intentionally take cameras offline? 17 : No. 18 : Do you have any reason to 19 believe that anyone intentionally took the 20 cameras offline? 21 : No. 22 : Or stopped them from 23 recording on or around August 9, 2019? 24 : No. That would be very 25 dumb. EFTA00111517 27 1 : Do you know prior to 2 August 10, 2019, how often the cameras went 3 down, went offline, or stopped recording? 4 : I don't really follow stuff 5 like that, but I know that there's obviously 6 all kinds of issues in this building. 7 : Had you heard that 8 cameras weren't recording prior to August 10, 9 2019? 10 : No. 11 : No? So you don't even 12 know anything about it? 13 : No. 14 : Okay. Do you know any 15 steps were taken, taken to correct the problem? 16 : I didn't know that they 17 were down, so. 18 : Do you know if you guys 19 got a new camera system or anything like that? 20 Are you aware of that? 21 : No. 22 : Oh, you don't even know? 23 So, are you aware of any kind of documentation 24 that was ever produced in regard, you know, 25 like when cameras would go down or work orders EFTA00111518 28 1 were placed, do you know anything about that 2 documentation process? 3 : I know about the process, 4 but I guess I didn't know that any cameras were 5 down. 6 : Okay. So, and not 7 specifically, can you just explain the process? 8 What would happen? So, if the cameras go down, 9 what happens? 10 : So, obviously, somebody 11 would have to notice, somebody that has access 12 to be able to see specifically that the camera 13 wasn't working, so it would be SIS lieutenants, 14 maybe, watching the cameras. People with 15 camera access, and then from there, you would 16 submit a work order. Nine times out of ten, 17 that would be done through, like, the captain's 18 secretary or something like that. Maybe a 19 couple lieutenants would have access to be able 20 to submit a work order. And then usually, the 21 Facilities Manager would get the work orders 22 and they would, he would hand them to the 23 workers and say, this needs to be fixed. You 24 know, and especially if it's something as 25 important as a camera, I would think that it EFTA00111519 29 1 would be handed out immediately and said, you 2 need to fix this today. 3 : So, if we wanted to 4 obtain the work orders on any issues that ever 5 happened with the cameras, prior to August 10th, 6 who should we go to and ask for those? 7 : I would say it should be 8 logged, if there was ever a work order created 9 for it. 10 : So who -- 11 : So that would be 12 . He was the Facilities -- 13 : Oh, he will be able to 14 provide this? 15 : Yes. 16 : Okay. A lot of these are 17 not applicable, since you didn't know about it. 18 Do you know anything about senior managers 19 knowing that the cameras were down? 20 : No. Huh-uh. 21 : Do you know of, and 22 again, you don't know anything about 23 knowing that the cameras were down? 24 : No. 25 : Or , for that EFTA00111520 30 1 matter? 2 3 ■ : No. Huh-uh. : Do you know if 4 ever asked for a new camera system? 5 : No. Huh-uh. 6 : What was 7 responsibilities in August 2019? 8 : He was the com tech, 9 responsible for phones, cameras, stuff like 10 that. 11 : Was anyone else 12 responsible for the cameras? 13 14 15 : No. : Just him? : Unless we had another com 16 tech here. I don't remember. I know 17 was hired, but I don't know when he was hired 18 and then, before that, (Phonetic Sp. 19 *00:21:51) was a com tech, but I forget when he 20 retired, which was probably at least a year 21 before that, I would think. 22 : Okay. So, at the time, 23 you only know that would have been 24 responsible? 25 : That's what I remember, EFTA00111521 31 1 yeah. 2 : Okay. All right. So, 3 what actions should have been taken on or 4 around August 9, 2019, when recognized 5 that the cameras were not working properly? So 6 if he went in there around 1:30, said, yep, 7 these things are all offline. 8 : Yeah. 9 : What should have he done? 10 : I mean, I'm not a com tech, 11 but I would assume you would try to fix the 12 problem, depending on what the problem was. 13 You know, and if you couldn't get it fixed, I 14 would notify management, notify the Operations 15 or SHU lieutenant, make sure nobody was placed 16 in that cell, specifically, or whatever area 17 the cameras weren't working in, for safety. 18 And then work on getting that fixed, you know, 19 from there, whether you have to get a 20 contractor or order parts or whatever, but 21 yeah, I would make sure the area or cell, in 22 this case, wasn't being used, you know? 23 : Being that you were 24 Acting for , should have he notified 25 you? EFTA00111522 32 1 : I guess. Yeah. I assume 2 so. Yeah. 3 : And again, he did not? 4 : No. Not that I remember. 5 : Okay. So, being that he 6 didn't notify you, and he did leave the 7 institution after knowing that the cameras were 8 offline, do you believe that appropriate action 9 was taken? 10 : By him not telling me? 11 : By not telling you and 12 not fixing the problem? 13 : Yes. I guess appropriate 14 action wasn't taken. 15 : Was not taken? 16 : Yes. 17 : What is your 18 understanding of what happened to Epstein on 19 August 9th and 10th of 2019? 20 : My understanding is that 21 officers that weren't working, didn't do 22 rounds, and Mr. Epstein hung himself. 23 : Do you understand that he 24 died by hanging? 25 : That's what I was told. EFTA00111523 33 1 : And who told you? 2 : The news. 3 : Anything from within 4 inside MCC? 5 : Not really. Maybe in 6 passing, from, like, officers or something. 7 You know. Epstein killed himself. You know? 8 In corrections, I guess it's just a thing, I 9 guess, that happens with inmates. 10 : Do you know if he was 11 dead before he left for the hospital? 12 : I do not know that. No. 13 : Okay. Do you have any 14 information with regard to any suspicious 15 activity that occurred on August 9th or 10th, 16 2019, leading up to the discovery of Epstein in 17 his cell? 18 : No. 19 : Do you know anything 20 about someone else taking Epstein's life? 21 : No. 22 : Do you know anybody else 23 assisting with taking Epstein's life? 24 : No. 25 : Did Epstein take his own EFTA00111524 34 1 life? 2 : That's what I was told. 3 : Did Epstein act alone in 4 taking his own life? 5 : That's what I was told. 6 Yes. 7 : Did you have any 8 involvement with Epstein's death? 9 : No. 10 : Do you know anybody else 11 that had any involvement with Epstein's life? 12 : No. 13 : What would have prevented 14 Epstein's death? That is, what actions should 15 have been taken to prevent his death? 16 : I would assume maybe 17 suicide watch, if he was supposedly suicidal. 18 Maybe a cellmate. From what I hear, he didn't 19 have a cellmate. 20 : What do you know about 21 him not having a cellmate? 22 : I heard that he was 23 supposed to have a cellmate, and his cellmate, 24 I guess, went to court or something and they 25 left him in the cell by himself.
