After being advised of the identity of the interviewing Agents and the
nature of the interview, BERTRAND provided the following information:
BERTRAND was employed by the VIRGIN ISLANDS WATER AND POWER AUTHORITY
(WAPA) from approximately 1990 through 2015. From 1990 until 2004 he was in
charge of mapping the power lines and water mains for WAPA. In 2005 he
became a Staking Engineer where his duties became surveying of new
construction sites, determining where new electrical meters were to be
installed, and how the power lines would be strung to that site. He was
also a Hurricane First Responder for WAPA throughout his employment.

. CLINTON HEDRINGTON was the Chief Operating Officer for Electric
Systems when the composite pole contract was being reviewed.
HEDRINGTON retired and now works directly for HAUGLAND. HEDRINGTON and
former WAPA employees, FELIX REY, NIEL VANTERPOOL, and CLAUDE RICHARDSON
have teamed up together and are in charge of HAUGLAND's contract for digging
trenches and placing the electric lines underground to mitigate storm damage
in the future.

FELIX REY and HEDRINGTON were involved with double-dipping while employed
by WAPA. They would take private electrical jobs and use WAPA materials,
equipment, and personnel to complete these contracts while on WAPA time and
being paid for their normal responsibilities. REY was the electrician who
did most of the work on JEFFREY EPSTEIN's islands Little and Great St
James. REY and HEDRINGTON usually go a step further and wire the customers
directly to the power lines bypassing the meters so WAPA cannot bill for the
customer's usage. This bypassing of meters results in WAPA generating more
energy than they can bill for which is known as "Line Loss". WAPA passes
the cost of the Line Loss to all of the other customers through their
billing practices. The Virgin Islands DEPARTMENT OF PLANNING AND NATURAL
RESOURCES (DPNR) is required to keep all electrical permits on file. Many
of the permits will be signed off by HEDRINGTON and REY for HEDRINGTON and
REY to conduct the private electrical work.
