Institution:
As an inmate charged with a violation of Bureau of Prisons rules or regulations referred
to the Discipline Hearing Officer (DHO) for disposition, you have the following rights:
1. The right to have a written copy of the charge(s) against you at least 24
hours prior to appearing before the Discipline Hearing Officer;
2. The right to have a full-time member of the staff who is reasonably available
to represent you before the Discipline Hearing Officer;
3. The right to call witnesses (or present written statements of unavailable
witnesses) and to present documentary evidence in your behalf, provided
institutional safety would not be jeopardized;
4. The right to present a statement or to remain silent. Your silence may be
used to draw an adverse inference against you. However, your silence alone may
not be used to support a finding that you committed a prohibited act;
5. The right to be present throughout the discipline hearing except during a
period of deliberation or when institutional safety would be jeopardized. If
you elect not to appear before the DHO, you may still have witnesses and a staff
representative appear on your behalf;
6. The right to be advised of the DHO's decision, the facts supporting that
decision, except where institutional safety would be jeopardized, and the DHO's
disposition in writing; and,
7. The right to appeal the decision of the DHO by means of the Administrative
Remedy Procedure to the Regional Director within 20 calendar days of notice
of the DHO's decision and disposition.

comparability in style and wording are still major limitations, as well as verification of the submitted
known writing. As previously discussed, I will need verified known writing from Epstein or any other
logical writers which is comparable in style (handwriting, hand printing mix) and wording for

So, I talked to the case agent who had the original investigation. She has forwarded me a few things
that may have been written by Epstein (attached). The problem is, with all of the things found in that
investigation, many things were written by his assistants and such. So, nothing can really be
confirmed as his writing. I looked at what she sent me and it doesn't look like anything is in cursive
like the letter I sent you (which was the problem with the writing from we have from his cell). Let me

NARRATIVE:
On Wednesday, September 25, 2019, Special Agent (SA)
received a phone call from Bureau of Prisons Special Investigative
Section (SIS) Lieutenant (LT) Tijuana Doctor regarding a letter that was
received by the Metropolitan Correctional Center (MCC). The letter was a
"return to sender" and the following was written at the top left corner
of the letter:
J. Epstein
Manhattan Correctional
NYC NY 10007
The letter was postmarked NOVA 220 13 August 2019 and was addressed to
Larry Nassar at 9300 S. Wilmot Road, Tucson, Arizona, 85756. This address
is that of another Federal Bureau of Prisons facility. The reason for the

"return to sender" was the addressee was "no longer at this address".
FBI New York requests the Laboratory perform a handwriting analysis
comparing the letter received from MCC and the handwriting of Jeffrey
Epstein to conclude if the individual who wrote the letter was Epstein or
another unknown person. Handwriting samples from Jeffrey Epstein's
cell at MCC will be submitted along with the letter in question (in lA
envelope 1A65).
PERSONS OF INTEREST: Jeffrey Epstein
DEADLINES: October 30, 2020. The trial for this investigation will be
starting in early January 2021 and the evidence that is submitted to the
Laboratory for this examination may be needed for trial.
