Branch I/VCGS/SSGU: CASE NUMBER: CASE NAME: Mississippi Freeze; Gangster Disciples CURRENT SITUATION: On July 7, 2017, FBI ME provided assistance to the Tippah County Sheriff's Department and the Mississippi Bureau of Investigation on the homicides of Paul Koster and Alaya Hopper by conducting consensually monitored telephone calls with an associate of Koster, Nakero Hamer Sr. Hamer Sr. is in custody on federal weapons charges and has an on-going proffer agreement in place. Hamer Sr. recorded multiple telephone calls with his son, Nakero Hamer Jr. a/k/a "Kero". During these calls, Hamer Jr. admitted his involvement in the murders of Koster and Hamer Jr. stated it was because he believed Koster was cooperating with the government against Hamer Sr. A warrant was obtained through the state of Mississippi for two counts of murder and Hamer Jr. was arrested in the early morning hours of July 8, 2017. FBI ME assisted in a support capacity during the arrest. BACKGROUND: Nakero Hamer Sr. and Jr are known members of the Gangster Disciples. Their exact rank within the organization is unknown. They are believed to hold a role similar to Enforcer in the North Mississippi/South Tennessee sect of the Gangster Disciples due to Hamer Sr. being suspected of giving the "green light" on previous shooting incidents. Paul Koster (deceased) was the subject of a Memphis Division, Jackson RA case involving the Gangster Disciples. Koster was a white male and was not a member of the Gangster Disciples. He was a drug and possibly a weapons supplier to the Gangster Disciples. Koster was approached by FBI ME on April 19, 2017 during a knock and talk conducted at his residence in an attempt to obtain his cooperation. He was a cooperating defendant and was not signed up as a CHS. His last contact with the FBI was on June 26, 2017. Koster admitted his guilt in the drug conspiracy and FBI ME was set to indict Koster in July 2017. Koster had no operational value to the investigation moving forward and had been occasionally contacted by FBI ME for verification of historical facts as part of his cooperation agreement. On Thursday July 6th, at approximately 2:45 am, Koster and his girlfriend, Alaya Hopper, were shot and killed at Koster's home in Tippah County, Mississippi. Koster was on the phone with 911 when the subjects were attempting to gain access to his home by stating they were the FBI.
