The responsibility to have a replacement cell mote for Epstein ultimately falls with Captain
However, there is no
formal process in place for :

meeting with all of the Lieutenants assigned to him to express the fact that Epstein had to have a cell mate at all times.
Yet, there was nothing written to be passed to guards or other supervisors that noted this. On the night leading into
Epstein's suicide there was a "fill-in" Lt. It is not clear if that Lt. was ever given the directive that Epstein hod to have a
cell mate. According to MI11 although he never spoke with the 'fill-in" Lt., he believes she would have been told this
information. This Lt., Lt.
has not yet been interviewed (was supposed to hove been interviewed, but hos not
yet).
Was Epstein in the SHU from day one?
No. However, we ore awaiting the details on which cells, cell blocks, etc. Epstein was assigned to prior to the suicide.
