It is not clear if that Lt. was ever given the directive that Epstein had to hove a cell mate. According to S although he never spoke with the "fill-in" Lt., he believes she would have been told this information. This Lt., Lt. has not yet been interviewed (was supposed to have been interviewed, but has not yet). Was Epstein in the SHU from day one? No. However, we are awaiting the details on which cells, cell blocks, etc. Epstein was assigned to prior to the suicide.
