Fee Waiver Justification
I respectfully request a waiver of all fees associated with this FOIA
request pursuant to 5 U.S.C. § 552(aX4)(A)(iii) and applicable agency
regulations. Disclosure of the requested information is in the public
interest and is not primarily in my commercial interest.
The subject matter of this request involves allegations of selective
prosecution and disparate treatment by federal authorities during a pivotal
time in U.S. law enforcement history. Specifically, this request seeks to
illuminate potential systemic failures and prosecutorial discretion
disparities involving the Fleiss family and the simultaneous federal
inaction toward known figures such as Jeffrey Epstein and Ghislaine Maxwell.
These issues directly concern government conduct, public integrity, equal
application of justice, and potential misuse of power.
The release of these records will significantly contribute to public
understanding of how high-profile prosecutions were prioritized, and how
certain individuals or families may have been targeted or protected for
reasons outside the law. This matter has broad relevance across legal,

Dear FOIA Officer,
Pursuant to the Freedom of Information Act (5 U.S.C. § 552), I respectfully
request access to and copies of any and all records, reports,
communications, internal memoranda, briefings, meeting notes, and
correspondence from January 1, 1993 through December 31, 2001 that meet the
following criteria:
1. Records authored by, addressed to, copied to, or referencing FBI Director
Louis J. Freeh that also reference:
Jeffrey Epstein
Ghislaine Maxwell
Heidi Fleiss
Paul M. Fleiss, M.D.
"Hollywood madam"
"Madam Alex'
"escort operations," 'vice investigations,' "trafficking," or 'sex crimes"
2. Internal FBI communications, meeting notes, or memoranda discussing
prosecution prioritization, deconfliction, selective enforcement, or media
strategy regarding:

4. Any comparative analysis or public affairs strategy prepared by the FBI

or DOJ regarding the Fleiss family versus other figures under investigation

This request is made in the public interest to shed light on potential
disparities in the enforcement of federal laws and to understand the
decision-making processes within the FBI during the specified period.
I respectfully request that all records be provided in digital format (PDF
if possible), and I request a waiver of all search and duplication fees in
the public interest.
If any documents are withheld, please provide the statutory basis for each
exemption and release all reasonably segregable non-exempt portions.
