Attached are my edits and comments to the declaration and to the response to petitioners' statement of facts (through ¶76). A couple of general comments: I think we could use an assertion that when the victim letters referenced in 11117 and 14 were sent, the recipients of those letters were treated as victims because the investigative team had not yet interviewed them and evaluated whether they had been harmed as a result of Epstein's commission of a federal offense. Perhaps something like the following: The victim notification letters that were sent early in the investigation were sent to individuals who had been identified as potential victims of Epstein, but whom the investigative team had not yet interviewed and had not necessarily determined were in fact victims of a federal offense or came under the protection of the CVRA. For example, when Jane Doe 1 and Jane Doe 2 were sent victim notification letters in August 2006, and when Jane Doe 1 was provided a victim notification letter on or about June 7, 2007, determinations had not yet been made that they were in fact victims of a federal offense or came under the protection of the CVRA. I also think the citations to the declarations or to other documents we are filing should be changed to citations to the exhibits accompanying the government's statement of undisputed facts.
