As a concerned mother in a three-generational Palm Beach family, I have come to realize that
our little Valhalla is no exception to the mounting social problems facing our nation. In fact,
our barrier-reef island has become home to one of the most notorious pedophiles in the
history of child trafficking.
Jeffrey E. Epstein, the infamous registered sex offender who lives on one of the town's highly
regarded "three El streets," physically abused, raped, solicited prostitution of minor children
and trafficked in girls from Palm Beach County.
His sentencing widely differed from the seriousness of the indictment. Out of an 18-month
sentence, he served only 13 months' incarceration at the West Palm Beach stockade. His
privileges included a daily reprieve from jail from 6:30 a.m. until 10 p.m. He was driven by his
driver/bodyguard, monitored by an off-duty Palm Beach County sheriffs deputy, to an office
building ... that housed not only his attorney's offices but also his foundation. Mr. Epstein
wears no electric monitor, was absolved of community service due to an alleged "clerical
error" and may abscond from house arrest from dawn until evening.
Child trafficking is a $67 billion annual global industry. It is a non-discriminatory business and
it has become a pandemic. We need to rethink strategy, reallocate the budgets and retrain
the "foot soldiers," who will be made up mostly of women — and we need Mr. Epstein gone.

Dismissed suits include one in which teen claimed she
became what amounted to a sex slave, while another filing
alleged girl gave sex offender a massage half naked.

Sex offender Jeffrey Epstein has
settled a lawsuit filed by a young
woman who alleged that at 15-years-
old she became what amounted to
a sex slave for Epstein, according to
court documents.
The lawsuit — filed by Jane Doe 102
in May by Miami attorney Robert Jo-
sefsberg — was dismissed Dec. 8 by a
signed order from U.S. District Judge
Kenneth Marra, closing the case. The
order was dismissed with prejudice,
meaning the case cannot be reified.
Court records show Epstein set-
tled another case with sexual abuse
allegations brought by Jane Doe 101, a
case filed in April by Josefsberg. Marra
signed that dismissal order with prej-
udice on the same day as Doe 102.
Epstein's civil attorney Robert
Critton was unavailable for com-
ment. Josefsberg did not return calls
for comment.
The Doe 102 complaint alleged
that Epstein enticed the victim to
quit her job as a changing room assis-
tant at the Mar-A-Lago Club, where in
1998 she earned $9 an hour. The law-
suit said the girl was recruited at the
club by Epstein's then-companion
Ghislaine Maxwell, who told the girl

In addition to Palm Beach, Epstein took
the girl to New York City; Santa Fe, N.M.;
Los Angeles,; San Francisco; St. Louis; Eu-
rope; the Caribbean and Africa, according
to the lawsuit. The lawsuit alleged that in all
of these locations she was required to en-
gage in sex acts with him and other women,
including other minors.
The lawsuit also alleged that the vic-
tim was not only required to satisfy Ep-
stein's 'every sexual whim," but that she
also was exploited by Epstein's adult male
peers. They included royalty, politicians,
academicians, businessmen and others
in various locations around the world, the
suit said. The lawsuit, like the more than
a dozen other lawsuits filed against the
billionaire money manager, says his mo-
dus operandi in the initial visit was the
same: the minor girl was taken to Epstein's
mansion on El Brillo Way and led upstairs
to a spa room by one of Epstein's assis-
tants, where he would ask the girl to per-
form massages and/or various sex acts, for
which he would pay her.

Palm Beach Sheriff's Deputy Eric Davis, the department's spokesman, said jailers can't stop a
visitor from seeing an inmate for as long as the visitor isn't the target of an active warrant.
"The inmate submits his visitors list and we do background checks," Davis said. "If someone
isn't charged with anything, then they are allowed in after we search them very thoroughly to
make sure they have no contraband."
And the visits, he said, are monitored by a deputy.

across a table," Davis said. "There's no alone time."

Ghislaine Maxwell, the British brunette whose father once owned the Daily News, has been slapped with a subpoena in
suits brought by 24 underage girls against her old friend, billionaire Jeffrey Epstein.
Maxwell — whose press-lord father, Robert Maxwell, died in 1991 after falling into the Atlantic off his yacht, the Lady
Ghislaine — was served with a subpoena on Sept. 22 at 6:45 p.m. as she was leaving the Clinton Global Initiatives
Conference at the Sheraton Hotel.
Florida lawyer Brad Edwards, who represents three of the "Jane Does" who are suing Epstein, told Page Six that Maxwell
would be questioned over her knowledge of how Epstein procured many of the girls.
Epstein is accused in the civil complaints of luring underage girls to his mansion in Palm Beach to give him massages,
during which he allegedly engaged them in sexual activity and paid them hundreds of dollars each. A grand jury indicted
Epstein on a charge of felony solicitation of prostitution. Epstein, who pleaded guilty and did 12 months in prison, was
deposed last week in the offices of his lawyer, Jack Goldberger.
Goldberger wouldn't comment, but a friend of Epstein said, "These [people bringing the complaint) are the lowest of the
lows in terms of ambulance-chasing lawyers." The trials are scheduled to start in February.

Circuit Judge Jeffrey Colbath has granted a request by Jeffrey Epstein to allow the convicted
sex offender to fly to New York Dec. 3 in order to meet with attorneys involved in a lawsuit
filed against him there.
Epstein must return to Florida the same day, Colbath ruled.
Also, the judge denied a request for Epstein to fly to New York Dec. 12 to meet with the
undersecretary of education to the prime minister of Great Britain.
Epstein, 56, has been under house arrest in his Palm Beach mansion since being released
from jail in July after serving 13 months for procuring a minor for prostitution and soliciting
prostitution. The Manhattan money manager is fighting more than a dozen civil lawsuits in
Florida and New York, all with allegations that he sexually abused minor girls.
Assistant State Attorney Barbara Burns did not oppose the motion for Epstein to meet with
attorneys.
State attorney spokesman Mike Edmondson said the opposing counsel in New York has
some exhibits that Epstein's attorneys want him to see. But the opposing counsel will not
allow the exhibits to travel to Florida.

Sex offender Jeffrey Epstein is off the hook for having to complete community service work.
According to a court order, a clerical error was made at the time of Epstein's plea conference,
which made community service a requirement. Epstein was authorized to work at his not-for-
profit Florida Science Foundation, the agreement stated.
The court order states that "mandatory public service," which was checked as a condition of his
probation, was a mistake. The order deletes it as a requirement of his probation.
According to the Florida division of corporations, the Florida Science Foundation is inactive.
Papers were filed Sept. 25 to administratively dissolve it.
This is the second clerical error made regarding Epstein's probation. An earlier court order
deleted the need for any electronic monitoring. According to that order, the plea agreement
and hearing reflected that Epstein was not to be electronically monitored.
Epstein, 56, served 13 months of his 18-month sentence at the Palm Beach County Stockade.

probation in his Palm Beach mansion.

IT APPEARING that the City of Palm Bparh Police Department and the State
Attorney's Office for the 15th Judicial Circuit b and for Palm Beach County (hereinafter,
the "State Attorney's Office') have conducted an investigation into the conduct of Jeffrey
Epstein (hereinafter "Epstein");
IT APPEARING that the State Attorney's Office has charged Epstein by indictment
with solicitation of prostitution, in violation of Florida Statutes Section 796.07;
IT APPEARING that the United States Attorney's Office and the Federal Bureau of
Investigation have conducted their own investigation into Epstein's background and any
offenses that may have been committed by Epstein against the United Slates from in or
around 2001 through in or around September 2007, Including:
(1)
knowingly and willfully conspiring with others known'and unknown to
commit an offense against the United States, that is, to use a facility or means
of interstate or foreign commerce to knowingly persuade, induce, or entice
minor females to engage in prostitution, in violation of Title 18, United States
Code, Section 2C2(b); all in violation OM-WelkUnited States Code, Section
371;

knowingly and willfully conspiring with othetsicoown and unknown to travel
in internam commerce forte purpose of engaging in illicit sexual conduct, as
defined in 18
§ 2423(O, with minor females, in violation of Title 18,
United States Code, Section 2423(6); all in violation of Title 18, United States
Code, Section 2423(e);
using a facility or means of interstate or foreign commerce to knowingly
parade, induce, or entice minor females to engage in prostitution; in
violation of Title 18, United States Code, Sections 2422(b) and 2;

not attained the age of I8 years and would be caused to engage in a
commercial sex act as defined in 18 U.S.C. § 1591(e)(1); in violation ofTitle
18, United States Code, Sections 1591(a)(1) and 2; and
IT APPEARING that Epstein seeks to resolve globally his state and federal criminal
liability and Epstein understands and acknowledges that, in exchange for the benefits
provided by this agreement, he agrees to comply with its terms, including undertaidng certain
actions with the State Attorney's Office;
1TAPPEAR/NO, after an investigation of the offenses and Epstein's background by
both State and Federal law coforcanent agencies, and lifter due consultation with the State
Attorney's Office, that the interests of the United States, the State of Florida, and the
Defendant will be served by the following procedure;
THEIURFORE, on the authority of R. Alexander Acosta, United States Attorney for
the Southern District of Florida, prosecution in this District for these offenses shall be
deferred in favor ofprosecution by the State of Florida, provided that Epstein abides by the
following conditions and the requirements of this Agreement set forth below.
If the United States Attorney should determine, based on reliable evidence, that,
during the period of the Agreement, Epstein willfbily violated any of the conditions of this
Agreement, then the United States Attorney may, vvithin ninety (90) days following the
expiration tithe tam of home confinement discussed below, provide Epstein with timely
noticespecifyingthe condifion(s) of the Agri:anent thathe hasviolatcd, and shall inidge its
prosecution'on any offense within sixty (60) days' of giving notice of the violation. Any.
notice provided to Epstein pursuant to this paragraph shall be provided within 60 days of the
United States learning of facts which may provide a basis fora determination of a breach of
the Agreement.
After timely fulfilling all the tents and conditions oftbe Agreement, no prosecution
for the of aues set out on pages l and 2 of this Agreement, nor any other offenses thathave
been the subject of the joint investigation by the Federal Bureau of Investigation and the
United States Attorney's Office, nor any offenses that arose from the Federal Grand Jury
investigation will be instituted in this District, and the charges against Epstein if any, will be
dismissed.

Tetras of the Agreement:
Epstein shall plead guilty (not nolo contendere) to the Indictment as
currently pending against him in the 15th Judicial Circuit in and for
Palm Beach County (Case No. 20064f-009495AXXXNIB) charging
ono (1) count of solicitation of prostitution, in violation of FL Stitt §
796.07. In addition, Epstein shall plead gtulty to an Information filed
by the State Attorney's Office charging Epstein with an offense that
requires him to register as a sex offender, that is, the solicitation of
minors to engage inprostitution, inviolationofFloridaStatutrnScction
796.03;
2.
Epstein shall make a binding mcommeadatkn that the Court impose a
thirty (30) month sentence to be divided as follows:
(a)
Epstein shall be sentenced to consecutive terms oftwelve (12)
months and six (6) months in county jail for all charges, without
any opportunity for withholdingadjudiention or sentencing; and
without probation or community control in lieu of
imprisonment and
(b)
Epstein shall be sentenced to a tern of twelve (12) months of
commtmity control consecutive to his two terms in county jail
as described in Tenn 2(a), supra.
3.
This agreement is contingent upon a Judge of the 15th Judicial Circuit
accepting and executing the sentence agreed upon between the State
Attorney's Office and Epstein, the details of which are set forth in this
agreement.
4.
The terms contained in paragraphs 1 and 2, supra, do not foreclose
Epstein and the State Attorney's Office from agreeing to recommend
any additional charge(s) or any additional ttrro(s) ofprobation and/or
incarceration.
5.
Epstein shall waive all challenges to .the Information filed by the State
Attorney's Officeand shall waivetbe rightto appeal his conviction and
sentence, except a sentence that exceeds what is set forth inparegraph
(2), supra.
6.
Epstein shall provide to the U.S. Attorney's Office copies of all

proposed agreements with the State Attorney's Office prior to entering
into those agreements.
The United States shall provide Epstein's attorneys with a list of
individuals whom it has identified as victims, as defined in 18 U.S.0
§ 2255, after Epstein has signed this agreement and been sentenced.
Upon the emecution.ofthis agreement, the United States, in consultation
with and subject to the good faith approval of Epstein's counsel, shall
select an attomeyrepresentative forthesepersons, who shall bepaid for
by Epstein. Epstein's counsel may contact the identified individuals
through that representative.
If any of the individuals refitted to in paragraph (7), supra, elects to
file suit pursuant to 18 U.S.C. § 2255, Epstein will not contest the
jurisdiction ofthe United States District Courtforthe Southern District
ofFlorida over his person sneVorthesubjectmater,and Epstein waives
hisrightto contest liability and also waives his rightto contcstdamagea
up to an amount as agreed to between the identified individual and
Epstein, so long as the identified individual elects to proceed
exclusively under 18 U.S.C. § 2255, and agates to waive any other
claim for damages, whether pursuant to state, federal, or common law.
Notwithstanding this waiver, as to those individuals whose names
appear on the listprovided by the United States, Epstein's signature on
this agreement, bis waivers and failures to contest liability and such
damages in any suit are not to be construed as an admission of any
criminal or civil liability.
9.
Epstein's signature on this agreement also is not to be construed as an
admission of eivil or criminal liability or a waiver of anyjwisdictional
or other defense as to any person whose name does not appear on the
list provided by the United States.
10.
Except as to those individuals who elect to proceed exclusively under
18 U.S.C. § 2255, as set forth in paragraph (8), supra, neitherEpstein's
signature onthis agreement, nor its tetras, nor any resulting waivers or
settlements by Epstein are to be construed asadmissions or evidence of
civil or criminal liability or a waiver of any jurisdictional or other
defense as to any person, whether or not her name appears on the list
provided by the United States.

Epstein shall use his best efforts to enter his guilty plea and be

sentenced not later than October 26, 2007. The United States has no
ahJectiott to-Epstein self-reportingro-beginseridng_hissemenet. not
later than January 4, 2008.

Epstein agrees that he will max afforded am, benefits with respect to
gain time, other than the rights, opportunities, andbenefits as any other
inmate, including but not limited to, eligibility for gain time medit
based on standard rules and regulations that apply in the State of
Florida. At the United States' request, Epstein agrees to provide an
accounting of the gain time he camel during his period of
incarceration_

The parties anticipate that this agreement will not be made part of any
public record. If the United States receives a Freedom of informatirm
Act request or any compulsory process commanding the disclosure of
the agreement, it will provide no dee to Epstein before making that
Epstein understands that the United States Attorney has no authority to require the
State Attorney's Office to abide by any tams of this agreement Epstein uaderatands that
it is his obligation to undertake discussions with the State Attorney's Office and to use his
best efforts to ensure compliance with these procedures, which compliance will be necessary
to satisfy the United States' interest. Epstein also uncle:mugsthat his his obligation to use
his best efforts to convince the Judge of the 15th Judicial Circuit to accept Epstein's binding
recommendation regarding the sentence to be imposed, and understands that the failure to
do so will be a breach of the agreement.
In consideration of Epstein's agreement to pleadguilty and to provide compensation
in the manner described above, ifEpstein successfully fulfills all of theterms and conditions
ofthis agreemnit the United States also agrees that it will not institute any criminalc

By signing this agreement, Epstein asserts and certifies that each of these tents is
material to this agreement and is supported by independent consideration and that a breach
of any one of these conditions allows the United States to elect to terminate the agreement
and to investigate and prosecute Epstein and any other individual or entity for any and all
federal offenses.
By signing this agreement, Epstein asserts and certifiesthathe is aware of the factfoat
the Sixth Amendment to the Constitution of the United States provides that in all criminal
prosecutions the accused shall enjoy the right to a speedy and public trial. Epstein fluter
is aware that Role 4g(b) of the Federal Rules of Criminal Procedure provides that the Court
may dismiss an indictment, information, or complaint for thmecessary delay in presenting
a charge to the Grand Jury, filing an information, or in bringing a defendran to trial. Epstein
herebyrequests that theUnited States Attorney forthe SouthanDistrict ofFloridadefersuch
prosecution. Epstein agrees and consents that any delay from the daze of this Agreement to
the date of initiation of prosecution, as provided for in the tetras expressed herein, shall bc
deemedto be a necessary delay at his own request, andhe hereby waives any defense to such
prosecution on the groundthat such delay operatedto deny biro rights under Rule 48(b) of
the Federal Rules ofCriminal Procedure and the Sixth Amendment to the Constitution ofthe
United States to a speedy trial or to berths prosecutionly reason of the running ofthestatutc
of limitations for a period of months equal to the period between the signing of this
agreement and the breach of this agreement as to those offenses that were the subject of the
grand jury's investigation. Epstein further asserts and certifies that he understands that the
Fifth Amendment and Rule 7(a) of the Federal Rules of Criminal Procedure provide that all
felonies must be charged in an indictment presented to a grand jury. Epstein hereby agrees
and. consents that, if a prosecution against him is instituted for any offense that was the
subjectof the grand jury's investigation, itmay be by way ofanInfommtion signed and filed
by the United States Attorney, and hereby waives his right lobe indicted by a grand jury as
to any such offanc.

ADDENDUM TO THE NON-PROSECUTION AGREEMENT
IT APPEARING that the parties seek to clarify certain provisions of page 4, paragraph 7
of the Non-Prosecution Agreement (hereinafter "paragraph 7"), that agreement is modified as
follows:
7A.
The United States has the right to assign to an independent third-party the responsibility
for consulting with and, subject to the good faith approval of Epstein's counsel, selecting
the attorney representative for the individuals identified under the Agreement. If the
United States elects to assign this responsibility to an independent third-party, both the
United States and Epstein retain the right to make good faith objections to theattorney
representative suggested by the independent third-party prior to the final designation of
the attorney representative.

The parties will jointly prepare a short written submission to the independent third-party
regarding the role of the attorney representative and regarding Epstein's Agreement to
pay such attorney representative his or her regular customary hourly rate for representing
such victims subject to the provisions of paragraph C, infra.
7C.
Pursuant to additional paragraph 7A, Epstein has agreed to pay the fees of the attorney
representativeselected by the independent third party. This provision, however, shall not
obligate Epstein to pay the fees and costs of contested litigation filed against him. Thus,
if after consideration of potential settlements; an attorney representative elects to file a
contested lawsuit pursuant to 18 U.S.C. s 2255 or elects to pursue any other contested
remedy, the paragraph 7 obligation of the Agreement to pay the costs of the attorney
representative, as opposed to any statutory or other obligations to pay reasonable
attorneys fees and costs such as those contained in s 2255 to bear The costs of the attorney
representative, shall cease.

waging a petition and letter-writing cam-
paign urging the Town Council to allow
bars to stay open until 3 a.m.
The council has been flooded with let-

to dose the town's bars at 1 a.m.
Nick Coniglio, who manages Cucina
Dell 'Arte and Nick and Johnnie's, said
Monday he and his sisters encouraged the

Sex offender Jeffrey Epstein has settled a lawsuit filed by a young woman who alleged that at
15-years-old she became what amounted to a sex slave for Epstein, according to court
documents.
The lawsuit — filed by Jane Doe 102 in May by Miami attorney Robert Josefsberg — was
dismissed Dec. 8 by a signed order from U.S. District Judge Kenneth Marra, closing the case.
The order was dismissed with prejudice, meaning the case cannot be refiled.
Court records show Epstein settled another case with sexual abuse allegations brought by
Jane Doe 101, a case filed in April by Josefsberg. Marra signed that dismissal order with
prejudice on the same day as Doe 102.
Epstein's civil attorney Robert Critton was unavailable for comment. Josefsberg did not return
calls for comment.
The Doe 102 complaint alleged that Epstein enticed the victim to quit her job as a changing
room assistant at the Mar-A-Lago Club, where in 1998 she earned $9 an hour. The lawsuit
said the girl was recruited at the club by Epstein's then-companion Ghislaine Maxwell, who
told the girl she could learn massage therapy and earn a "great deal of money."
In addition to Palm Beach, Epstein took the girl to New York City; Santa Fe, N.M.; Los
Angeles,; San Francisco; St. Louis; Europe; the Caribbean and Africa, according to the
lawsuit. The lawsuit alleged that in all of these locations she was required to engage in sex
acts with him and other women, including other minors.
The lawsuit also alleged that the victim was not only required to satisfy Epstein's "every
sexual whim," but that she also was exploited by Epstein's adult male peers. They included
royalty, politicians, academicians, businessmen and others in various locations around the
world, the suit said. The lawsuit, like the more than a dozen other lawsuits filed against the
billionaire money manager, says his modus operandi in the initial visit was the same: the
minor girl was taken to Epstein's mansion on El Brillo Way and led upstairs to a spa room by
one of Epstein's assistants, where he would ask the girl to perform massages and/or various
sex acts, for which he would pay her.

The allegations in the Jane Doe 101 complaint say the victim was a 17-year-old high school
student when she was brought to Epstein's mansion in spring 2003. According to the
complaint, Epstein asked her what year she would graduate high school, to which she replied
2004. She gave Epstein a massage, which involved him touching himself and her while she
was naked from the waist up. She was paid $200 and was "lured" back to the mansion on at
least one other occasion.
Epstein, 56, was released from the Palm Beach County Stockade in July, after serving less
than 13 months of his 18-month sentence for procuring a minor for prostitution and soliciting
prostitution. He is serving one year of probation in his Palm Beach mansion.

Council faces future

property tax hikes.

The biggest challenge
before the Town Council
this season is the need to
put the town's long-term fi-
nances on a sound footing.
The $67 million operat-
ing budget for the year that
began Oct. 1 is balanced,
but Town Manager Peter
Elwell has said the council
must devote more funds to
long-term capital improve-
ment needs — $6 million a
year instead of the current
$2.6 million. The capital
needs include a townwide
replacement of the sani-
tary sewer system, tagged
at about $25 million.
Also looming are ero-
sion-control
costs
that
could exceed $100 million
over the next 10 years. The
council is considering es-
tablishing a townwide tax
district to assess all property
owners to meet those costs.
In addition to capi-
tal and coastal needs, the
town also must address
personnel and escalating
employee costs if it is to
keep the budget balanced,
Elwell has said.
If the pension costs
aren't addressed, the town
could be faced with a deficit
as early as 2012, the Finance
Department has warned.
The council this year
held the line on property
taxes even as other coun-
ty taxing districts, in-
cluding the Palm Beach
County Commission, de-
cided to hike their rates to
cover revenue losses tied to
the poor economy.
The question before the
Palm Beach council is, how

In a town that prizes aes-
thetics more than most, the
use of solar power is restrict-
ed by an ordinance that lim-
its panels to a maximum of 15
percent of roof coverage.
Town officials are con-
sidering loosening the re-
striction so the town is more
accommodating to solar
technology.
That is one of the items
before the Planning and
. Zoning Commission and
town staff this season. The
town staff are studying an
amendment that would ex-
pand the cap to 30 percent
of the roof.
State law does not al-
low the town to prohibit so-

Under the change, base-
ments or sub-basements
would count as a story. But
the change would not allow
an increase in building or
story heights as measured
from a public street.

tween those who say the
street is in decline and
those who want to protect it
from over-development.
The council had sched-
uled a Nov. 18 special meet-
ing to take up the issue, but
that has been canceled to
give the Planning and Zon-
ing Commission more time
to work with town cqnsul-
tant Marcela Camblor on
zoning amendments tied to
the overlay.
