Dear Vicki Chapman, Deputy Attorney General,
As informed by email contact to your official email I am contacting you to inform you of a criminal
matter involving SA health and members of Port Pine, South Australia in relation to Intellectual
Property Theft of two business developments within the medical industry that I had developed
between the years of 2007 - 2011, under the guidance and aid of The Regional Development
Board, Port Pine, South Australia as a registered client and applied funding - As supplied in the
Timeline of Events and evidence to support and verify this claim in documented form.
I am requesting your urgent attention and assistance in this matter to investigate this further and
to resolve this matter.
I have collected and recorded this event in detail for the duration of 11 years in recording details,
names, sources, phone numbers, reports, events and official documentation of each event and
illegal conduct. This information was submitted and supplied to I.C.A.0 in 2016.
I have also supplied this information to Steven Marshall MP, Premier of Australia, South Australia,
Austin Macauley Publishers, London who I am currently under contract with and Kathleen T
Zellner, US attorney in a collaboration of bringing this matter to justice.
The Intellectual Property Theft occurred between the years of the business plans development
and occurred in Port Pirie and the SA Medical Association and is now owned and operated by SA
Health, and escalated into a vicious damaging timeline of events that has impacted upon my life
destructively creating hardship in every area of my life , emotionally, mentally, physically and
financially and has affected any people connected to me - as outlined in the Timeline of Events.
I am requesting a full investigation and assistance in this matter and am seeking that these
crimes committed against me and the individuals involved be brought to justice, to be recognised
as the developer of the medical developments, financial gain, financial inclusion for the duration
of the business, justice and compensation for the crimes and damages that occurred thereafter -
targeting to cover up the event.
As my telecommunication systems have been compromised and affected by this crime including
mail interception, tampering, hacking of email and phone services, blocked and altered, blocked
services within Australian Postal systems I ask for all correspondence to be conducted through
the Kadina Council Chambers, Kadina by certified mail or personal contact as a precautionary
measure and security.
I urgently require your assistance and appreciate your time and consideration concerning this
matter.

I write in response to your letter dated 31 December 2019, enclosing a package of
documents relating to your complaint.
I have reviewed your correspondence and the associated documents. I understand
that your primary concern is that employees of SA Health allegedly stole your
business development plans in Port Pirie between 2007 and 2011.
While I appreciate receiving your correspondence, I am unable to investigate this
matter as it falls outside of my portfolio responsibilities. Matters relating to SA Health
fall within the portfolio responsibility of the Minister for Health and Wellbeing, the Hon
Stephen Wade MLC. You may wish to raise your concerns with Minister for Health
and Wellbeing directly. You can write to his office at GPO Box 2555, Adelaide SA
5001.
I have not referred your correspondence to the Minister for Health and Wellbeing in
the usual course given your reference to your complaint to the Office of Public
Integrity. I remind you that section 54(3) of the Independent Commissioner Against
Corruption Act 2012 prohibits the disclosure of information that is connected to a
matter that forms or is the subject of a complaint under that Act, except in very limited
circumstances.
I suggest that you consider obtaining independent legal advice in relation to these
matters. The Legal Services Commission of South Australia provide a free advisory
service on most legal matters. The service is available by calling -or
I also note your comments about the decriminalisation of sex work in South Australia.
The Statutes Amendment (Decriminalisation of Sex Work) Bill 2018 was introduced
into Parliament by the Hon Tammy Franks MLC. The Bill failed to receive the votes
required in the House of Assembly on 13 November 2019. While I respect the views
of my Parliamentary colleagues, it is disappointing that the Parliament denied the Bill
passing to the Committee Stage.

In my view, the practice of the sale of sex has existed since time immemorial, and will
continue to exist without the passage of the Bill through the Parliament.
Unfortunately, the practice will occur without the protections that could have been
afforded to sex workers under the Bill. Sex workers remain in a position where their
health, welfare and safety is a risk and where they may be prosecuted for their work.
I will consider any new legislation to decriminalise sex work that may be brought
before the Parliament in the future.
