After the election, Marshall continued to lead the Liberals in opposition.(2°) Former Liberal leader
Martin Hamilton-Smith became an independent two months after the election and indicated his
support for the government.l211 Following the death of Such and the subsequent 2014 Fisher by-
election which Labor won by five votes from a 7.3% 2PP swing away from the Liberals, Labor
went from minority to majority government. Brock and Hamilton-Smith maintained their
confidence and supply support for the government which provided a 26 to 21 parliamentary
majority.122)
2018 state election
The 2018 state election was held on 17 March. The July to September 2014 Newspoll had seen
Labor begin to
the Liberals on the two-party-preferred vote for the first time since 200923)
The October to December 2015 Newspoll saw Marshall's leadership approval rating drop 11
points to 30%, the equal lowest Newspoll approval rating in history for a South Australian
Opposition Leader since Dale Baker in 1990.(241[251(26) At the election, Marshall again faced
Weatherill and Labor which were seeking a record fifth term in office and the "wild card" centrist
party, SA-Best, led by forme
enator Nick Xenophon, who was seeking the balance of power in
the Assembly. The 2016 electoral redistribution had given the Liberals an advantage of 27 seats
to Labor's 20 seats heading into the election.

I also note your comments about the decriminalisation of sex work in South Australia.
The Statutes Amendment (Decriminalisation of Sex Work) Bill 2018 was introduced
into Parliament blithe Hon Tammy Franks ARIZ. The Bill failed to receive the votes
required in the House of Assembly on 13 November 2019_ While1 respect the views
of my Parliamentary colleagues, itis disappointing that the Parliament denied the Bill
passing to the Committee Stage.
EFTA00268121

In my view, the practice of the sale of sex has existed since time immemorial, and will
continue to exist without the passage of the Bill through the Parliament
Unfortunately, the practice will occur without the protections that could have been
afforded to sex workers under the Bill. Sex workers remain in a position where their
health, welfare and safety is a risk and where they may be prosecuted for their work.
I will consider any new legislation to decriminalise sex work that may be brought
before the Parliament in the future.
Thank you for raising your concerns with me.
Yours sincerely

Overnight back burning has secured part of the western edge of the Duncan fire, however the area between
Snug Cove on the coast and Snug Cove Road approximately 2km south of the coast remains unsecured at
this time.
The CFS is implementing its plans to secure the western edge of the fire using a retardant line, but due to
smoke causing poor visibility this is proving to be difficult.
Plans are also being made to secure the southern edge of the fire, north of the Playford Highway.
Two teams of firefighters from the mainland are working with local crews, private farm firefighting units, the
forestry industry and crews from the Department of Environment and Water.
To ensure your safety, and that of firefighters and other emergency personnel, please do not enter the area
unless necessary. Hazards may include reduced visibility due to smoke, fallen trees blocking roads and
emergency vehicles operating in the area.
Residents in the area are advised to remain vigilant and to continue checking and following your Bushfire
Survival Plan.

I also note your comments about the decriminalisation of sex work in South Australia.
The Statutes Amendment (Decriminalisation of Sex Work) Bill 2018 was introduced
into Parliament by
Hon Tammy Franks MW. The Bill failed to receive the votes
required in the House of Assembly on 13 November 2019. Whilst respect the views
of my Parliamentary colleagues, it is disappointing that the Parliament denied the Bill
passing to the Committee Stage.
EFTA00268136

in my view, the practice of the sale of sex has existed since time immemorial, and will
continue to exist without the passage of the Bill through the Parliament.
Unfortunately, the practice will occur withoutthe protections that could have been
afforded to sex workers under the Bill. Sex workers remain in a position where their-
health, welfare and safety is a risk and where they may be prosecuted for their work.
I will consider any new legislation to decriminalise sex work that may be brought
before the Parliament in the future.
Thank you for raising your concerns with me.
Yours sincerely

From 1985 to 1989, Gillard served as President of the Canton branch of the Labor Party.163 She
stood for Labor preselection in the Division of Melbourne prior to the 1993 federal election, but
was defeated by Lindsay Tema:drag At the 1996 federal election, Gillard won the third position on
Labor's Semite ticket in 'Victoria, behind Robert Ray and Barney COoney_.l~7J1.287. However, on the
final distribution of preferences she was defeated by Lyn Allison of the Australian
Demo crats.C29)(30
In 1996, Gillard resigned from her position with Slater & Gordon to serve as chief of staff to John
Brumby, at that time the Leader of the Oppesition in Victoris.10139][S She was responsible for
drafting the effirmatiyeiction rules within the labor Party in Victoria that set the target of pre-
selecting women for 35 per cent of "winnable seats". She also played a role in the foundation of
EMILY'a List, the pro-choice fund-raising and support network for labor women.1344
Gillard has cited Welsh Labour politician Anemia% Bevan as one of her political heroes.(24]
Member of Parliament (1998-2007)
Gillard was first elected to the House of Representatives at the 1998 federal electien representing
Lalor, a safe Labor seat near Melbourne, replacing Berry Jones who retired. She made her maiden
speech to the House on n November 1998.E Gillard was a member of the standing_ committee
for Employment, Education and Workplace Relations from 8 December 1998 to 8 December 2001,
in addition to Aboriginal and Torres Strait Islander Affairs from 20 March 2003 to 18 August
2003. Within the joint committees, she was a member of the Public Accounts and Audit from 8

Shadow Minister (2001-2007)
After Labor's defeat at the 2001

then-Labor Leader Simon Crean, where she was given responsibility for Population and
immigration. In February 2003, she was given additional responsibilities for Reconciliation and
Indigenous Affairs LW In these roles, in the wake of the Tampa and Children Overboard affairs,
which were partly credited with labor's 2oo1 election loss, Gillard developed a new immigration
policy for the Labor Party.['$i
Gillard was later promoted to the position of Shadow Minister for Health and Deputy Manager of
Opposition Business in the House (to Mark Latham) on 2 July 2oo35251351 During this time, she
shadowed Tony Abbott, with the rivalry between the two often attracting attention from the
media.1361 She was later given additional responsibility for managing opposition business in the

The effects of EMR on body systems might depend on the frequency, intensity and power of radiation, so the
parameters of EMR provide a challenge for a literature review. Specific absorption rate (SAR) measures the rate of
energy absorbed by the human body when exposed to electromagnetic fields between too kHz and to CHz. With
the unit of watt per kilogram (W/kg), SAR reflects the power absorbed per mass of tissue. The MR value depends
on the frequency, incident direction, E-polarization direction, and the structure of different tissuesSo far, the SAR
values range from to-4 to 35 W/kg in those reported studies on the bioeffects of microwave radiation. Numerous
studies have shown that the nervous system is an important target organ system sensitive to EMR. Exposure to

Could certain frequencies of electromagnetic waves or radiation interfere with brain function? - Scientific American
MIND & BRAIN
4 Could certain frequencies of electromagnetic waves or
radiation interfere with brain function?
April 24.2006
AmhDRaa; assistant professor of clinical neuroscience at Columbia
University, offers the following answer.
.
DefinitelytRadiation is energy and research findings provide at least some
information concerning how specific types may influence biological tissue, including
that of the brain. In some cases the effect may be therapeutic. For example,
transcranial magnetic stimulation (TMS) is a technique used to induce a short-term
interruption of normal activity in a relatively restricted area of the brain by rapidly
changing a strong magnetic field near the area of interest. Mark George provided a
nice account of TMS in the September 2003 issue of Scientific American. In it he
described how head-mounted wire coils can deliver powerful yet evanescent magnetic
pulses directly into focal brain regions to painlessly modulate neural activity by
inducing minute electric currents. Clinically, TMS may be helpful in alleviating
certain symptoms, including those of depression.
Researchers typically differentiate between the effects of ionizing radiation (such as
- far-ultraviolet, X-ray and gapma ray) and nonionizing radiationk;including visible
41i
and radio ith ionizing variety may be undesirable because it can
cause
mutations thus we should all limit our exposuric its
sources—radioactive materials and solar radiation among them. However, given
modem technology, nonionizing radiation from power lines, personal wireless
devices ell phone toweAiand other sources is practically unavoidable. Extremely

Unfortunately, at least some of these studies fail to meet many of the criteria for good
research, thus weakening their scientific value further. Therefore, more well-
controlled studies are required to validate conclusions as to whether exposure to cell
phones influences cognition, especially in the long term. Nevertheless, most of the
reported effects are small as long as the radiation intensity is within the reasonable
nonthermal range and its duration does not exceed common exposure for users.
In 2002 the U.K published a brochure recommending that children and young
people should use cell phones as little as possible. A year later Thailands interior
minister considered a ban on their use by children. But in 2004 the Health Council of
the Netherlands, unable to find convincing scientific data demonstrating a difference
between children and adults in the absorption of electromagnetic energy, found no
reason to recommend limiting child use.
I was unaware of solid scientific evidence to support such concerns, but given that my
cell phone was one of my infant sons favorite toys, I let him play with it only after I
made sure it had been switched off. A precautionary approach remains justifiable
because detrimental effects cannot be ruled out completely. Now that my son has
learned how to turn my phone back on, however, I remind myself that when these
phones are used in public, the indirect health effects sustained by vexed passersby
may well outweigh the direct neural disturbances on their users.
Still, a very recent report associat increased risk of malignant brain tumor wi h
long-term cell phone use. This report
represent a new stu y u is instead a
combined analysis of two population-based case control studies published in 2003
and 2005. The findings from this report are difficult to interpret because the
experimental design is notably different from that of previous studies of long-term
cell phone use and brain cancer. For example, the exposure assessment was mostly
performed using mailed questionnaires; multiple confounding factors were not
addressed, and a single statistical adjustment corrected for the year of diagnosis only.
In addition, a compelling mechanism of action is absent and it is unclear what
