In relation to the above titled Part Three and Part Four:
The FOI Act provides a right of access to documents held by an agency.
Section 12 of the FOI Act relevantly states:
'A person has a legally enforceable right to be given access to an agency's documents in
accordance with this Act."
Pursuant to section 12 of the FOI Act, there is no requirement for an agency to conduct
enquires in order to create fresh documents or answer questions. The right of access
applies only to documents created or held by an agency.
I have considered your application and it is my opinion that in the above parts of your
request you have not asked for documents. I therefore deem Part Three and Part Four of
your application to be outside the scope of the FOI Act

In relation to the above tided Part One and Part Two:
It is determined not to release any documentsfinformation in relation to this matter
pursuant to clause 4(1)(b) of Schedule 1 of the FOI Act which states:
"A document is an exempt document if it contains matter the disclosure of which
could reasonably be expected to prejudice the fair trial of any person or the
impartial adjudication of any case."
and
Clause 6(1) of Schedule 1 of the FOI Act which states:
"A document is an exempt document if it contains matter the disclosure of which
would involve the unreasonable disclosure of information concerning the personal
affairs of any person (living or dead)."
and
Clause 11(b) of Schedule 1 of the FOI Act which states:
A document is an exempt document if it contains matter prepared for the
purposes of proceedings (including any transcript of the proceedings) that are
being heard or are to be heard before a court or tribunal."
Your request is also refused in accordance with section 20(1)(b) of the FOI Act. The
information you have requested may be made available to you (or your solicitor) from the
Criminal Justice Section who is handling this matter.
Section 20(1)(b) of the FOI Act states:
"An agency may refuse access to a document if it is a document that is available
for inspection at that or some other agency (whether as part of a public register or
otherwise) in accordance with Part 2, or in accordance with a legislative
instrument other than this Act, whether or not inspection of the document is
subject to a fee or charge.
The facts upon which this decision is based include:
1.
The information you require may be made available through pre-trial under the
provision of Rule 26 of the Magistrates Court Rules. A copy of Rule 26 can be
downloaded from www.courts.sa.gov.au.
2.
The matters are set for hearing at the Port Pirie Magistrates Court on 4 April, 2016
Offences: Disorderly Behaviour and Resist Police and on 20 May, 2016 Offences:
Due Care, Fail To Give Personal Details To Officer On Request, Resist Police, Fail
To Comply With Direction — Alcotest/Breath Analysis.

The documents contain information which concerns the personal affairs of other
parties and the disclosure of such information is unreasonable. Consent has not
been supplied for the release of such information.

The documents have been created for the purposes of proceedings before the Port
Pirie Magistrates Court.

These facts have been considered in conjunction with the clauses referred to above. It is
suggested that you liaise with Port Pirie Criminal Justice Section on telephone number

In relation to the charges 13 / 03 / 2015, Constable
Port Pirie Police Department, I
have encountered the illegal representation of Heidi alvemini, Westside lawyers, Port Pirie
Adelaide firm, illegal access to confidential medical records, illegal ordering of having myself
remanded into custody fora mental health evaluation, conducted within the Port Pine
Courthouse, Pre - Trial Conference - Closed Court Hearing - 11 / 03 / 2016.
In relation to these charges ConstableMNIMMI Port Pine Police Department, I was informed
upon my arrest dated 13 / 08 / 2015, that the charges of resisting arrest carried an Instant 12
month suspension of my licence which had resulted in a report upon the Port Ririe Registar of
Motor Vehicles . of which had stated that the 12 month suspension of my licence in relation to
these charges was due to an alcohol related incident.
During the dosed court hearing conducted via video link, Port Pine Courthouse - 11 / 03 / 2016 - I
was denied the lifting of the 12 month suspension of my licence and was informed by the
Magistrate to complete an application to have my licence re— instated within the Port Pirie Fines
Department and was quoted the amount of $256.00 for the application to be processed.
-Ac I am requesting a thorough investigation be applied into the reported incidents and the
consideration of the m - instatement of my licence be investigated and the 12 month suspension
lifted, charges placed against myself by the Port Pine Police Department be withdrawn and all
documented personal evidence, DNA, fingerprints and photographs be removed from the system
and the frst and second charges be re - opened and investigated which have incurred in fines, in
relation to the reported information of which I have supplied.

I refer to your complaint dated 23 March 2016.
You complain about various interactions you have had with police, which you believe indicate
police are targeting you and your sons. In particular you raise two instances where police
took action against you in relation to driving with the prescnbed concentration of alcohol in
your blood. You also complain about your arrest on two occasions: 13 August 2015 and 5
February 2016, taking issue with the charges laid against you and the police account of
events.
Of I advise that from the information you provide, it appears the police officers involved in the
'incidents have engaged in routine police procedures in relation to their contact with you. This
includes conducting random breath tests, responding to reports from the public, making an
arrest based on a reasonable suspicion of an offence. compliance with custody procedures
in relation to searches and use of cells. In my view there is no evidence of police misconduct
in relation to the concerns you raise
In relation to your complaint that the charges against you have no merit and your request to
be supplied with evidence, these are issues that need to be addressed through the court
process. In other words, if you dispute the charges, you will need to do so in court. This office
does not become involved in matters which are before the court.
I have therefore made a determination pursuant to section 21(1)(d) of the Police (Complaints
and Disciplinary Proceedings) Act 1985 not to referyour complaint for investigation as in my
view it would be unlikely to reveal evidence of misconduct on the partpf a police officer and
therefore such investigation is unjustifiable.

our complaint has been registered and referred for assessment to the Internal Investigation
Section (IIS) of the South Australia Police. The IIS is responsible for assessing and
investigating the conduct of police officers.
Your complaint has been given a reference number, which is contained above. Please quote
this number if you contact us. The IIS will provide you with a different reference number to use
if you contact the IIS.
Why has my complaint been referred to the IIS?
Complaints and reports about police conduct are dealt with under the Police Complaints and
Discipline Act 2016 (PCD Act).
The PCD Act gives the IIS the primary responsibility for managing complaints and reports
about police conduct and requires the OPI to refer complaints and reports to the IIS for
assessment. The OPI will only refer a complaint or report about police to the Independent
Commission Against Corruption in limited circumstances.
What happens next?

The IIS will assess your complaint and decide whether further action is required. The OPI
oversees this process. Complaints and reports assessed by IIS may be re-assessed by the
OPI.
Further action may be taken if the complaint or report is assessed as raising a potential issue
of corruption, misconduct or maladministration in public administration, or a breach of
discipline. For further explanation of how your complaint or report might be assessed, please
refer to the factsheet.

Thank you for your complaint to the Office for Public Integrity (OPI) of 3 February 2022 in which
you allege that various government agencies and non-government organisations have
engaged in money laundering, computer hacking, sexual crimes, intellectual property theft and
corruption.
ou also explain that you were detained at

diagnosis and that SACAT wrongly ordered you to take medication that caused severe side
effects. You say that Members of Parliament were invoked in or had Influence over the SACAT
order.
The OPI has reviewed the information you provided and assessed your complaint in
accordance with the Independent Commission Against Corruption Act 2012 (ICAC Act). The
ICAC Act provides that the OPI may determine to refer a complaint or report to another agency
for further assessment or to take no further action.
While I acknowledge that the experiences you describe have been distressing for you, I do not
think that there is sufficient information available to support the allegations to justify a referral
to another agency for further assessment.

nice to me and stated that she quite often frequented the Portside tavern, Port Pine to have
coffee weekly with her friends.
When leaving the Portside Tavern, Port Pine I got into my vehicle and discovered that it
would not start. I sighted two younger men entering the Portside Tavern, Port Pine and I
followed them into the establishment seeking assistance to start my vehicle.
The two younger men encouraged me to sit with them to have a drink while I waited for
them to assist me. I sat with the two younger men in the beer garden at the Portside Tavern.
One of the younger men introduced himself as "Mat" and stated that he resided in Western
Australia but was in Port Pirie on holidays. (Unusual destination for tourism)
Mat proceeded to make sexual advances and became rude in nature ( arrogant and
aggressive)
I became defensive and stated that I did not like his behaviour, course of conversation and
that I was leaving. Mat then reached across the table and grabbed my wrist and stated
"Don't you want this then" and reached down to his pants and undid his zipper and exposed
himself indecently. Nudity of genitals.
I became angry with him and called him a rude pig and got up to leave. Mat stood up from
the table and grabbed my arm. I reached out with my other hand to slap his face to make
him let me go. Mat defended himself and slammed my hand down onto the table aggressively
and would not let me go before pushing me backwards. I fell to the ground.
A woman that was sitting on the other table in the beer garden jumped on top of me and was
going to fight me (hurt me). I grabbed the back of her hair and the woman froze. The
woman's friend yelled at me "Let her go, let her go"
I let go of the woman that was on top of me and was rushed inside to the Portside Tavern
and told to get in the Taxi that was waiting for me.
That evening I took photographs of the bruising I suffered to my hands and wrists from the
conflict of the attack
Two weeks later I entered the Port Pine Police Station to report the incident and get police
assistance.
I was taken into an interview room and spoke to Detective

stated that he was not able to investigate this matter because ;
"I can't investigate as there's police officers involved"
Detective
informed me that he was unable to investigate the report I made on
the incident at the Portside Tavern, Port Pine as the Security Footage was not working that
day (Repeated pattern of denied security footage at the Portside Tavern, Port Pirie )

then proceeded to state two days after I reported the incident that
the witness's he questioned in relation to this incident had conflicting stories to mine.
In question : Security footage was not obtained to know who was in the beer garden to
question as witnesses.
I was in the beer garden not inside the establishment where the employee's of the
establishment were workin - no witnesses
Who did Detective
know who to question?
The only witnesses to this event were myself, Mat, his friend and the two other women sitting
at the other table, not on security footage as it was not working on the day.
