I have numerous reports to Ombudsman, Commissioners and numerous organisations to which this
evidence has been denied and an investigation has been denied by the south Australian Police
Department, as police involvement is evident.
I am requesting that a through investigation be carried forward into this claim and documented
evidence which include Family targeting, threats of Prostitution, Sexual targeting, Vicious
harassment, police offences, Deformation of Character involving various professional positions and
various members of the public.
I am insisting that the FBI in the state of Victoria be contacted immediately concerning threats of
Sexual targeting, Prostitution and suspected child abduction and the details of this case.
I fear for my children whom have been targeted and are suffering the effects of that targeting and
that the details of their comings and goings from their fathers in Melbourne, Darren McDiarmid be
investigated and their father Informed of this case and threats as I do believe our children are in
endangerment of sexual attack or abduction.

Assessment Process
Your complaint will be allocated to an Assessment Officer within the OPI who will be responsible
for your matter under my supervision. During the assessment process you may be contacted by
the OPI to clarify issues or to provide further information and documentation to assist the OPI in
making its assessment.
In some circumstances, the OPI may need to contact other agencies or persons to obtain further
information to assist in the assessment process. Please note that this process can take some
time.

Corruption Act 2012 ('ICAC Act') and a determination made as to whether or not action should be

An investigation may only take place if the matter is assessed as raising a potential issue of
corruption, misconduct or maladministration in public administration, or raises some other issue
that should be referred for investigation. That investigation cannot be undertaken by the OPI
because the ICAC Act does not provide the OPI with that function.
The action that can be taken in respect of a matter is governed by section 24 of the ICAC Act.
If your matter is assessed as raising a potential issue of corruption in public administration, the
matter may be investigated by the Commissioner or be referred to the South Australia Police, the
Police Ombudsman or other law enforcement agency.
If your matter is assessed as raising a potential issue of misconduct or maladministration in public
administration, your matter may be referred to an inquiry agency (being the South Australian
Ombudsman or the Police Ombudsman) or to a public authority for investigation.
In the event that your matter is assessed as raising a potential issue of misconduct or
maladministration in public administration and is referred to a public authority, directions and
guidance may be given to the authority In respect of the matter.
In some cases, the OPI will retain oversight of the referral and require the public authority to
provide a report on the findings made and the action taken.
While the Commissioner may exercise the powers of an inquiry agency in dealing with a matter
raising potential issues of misconduct or maladministration, you should understand that matters
assessed as raising potential issues of misconduct or maladministration in public administration
are likely to be referred and not dealt with by the Commissioner.
In some instances following the assessment of a matter, no action will be taken. This will occur in
circumstances where the complaint or report does not raise a potential issue of corruption,
misconduct or maladministration in public administration, where the matter has already been dealt
with by an inquiry agency or public authority and there is no reason to re-examine the matter, or
where there is other good reason why no action should be taken.
All complaints and reports are treated seriously and will be carefully assessed. However, this can
take some time.
Wherever practicable, you will be informed of any action taken in respect of your matter. You are
welcome to contact the OPI should you wish to provide additional information about your
complaint.

I am contacting you today concerning a report that I had sent 16th March 2016 , of
which I had received no reply.

This report refers to a suspected Security Breech of my account involving excessive
billing, fraudulent activity and suspected fraud / Angel, representative, whom was
organising payment plans during the time of excessive billing.
Further to this information I have also reported suspected fraudulent activity in other
utility accounts, including a Security Breech and excessive rise in billing in an origin
electricity account
Recently I have discovered by using the services of the Kadina Post Office that the
barcode on my utility account was not of Origin electricity origin , but rather Townsville,
CC Parking Fines, Queensland.

I have also included a copy of an ANZ bank account record of a Telstra withdrawal of
my account.
This was reported to the ANZ manager of Port Pine as a Security Breech of my
account and is registered on their system..
Telstra had illegally accessed my bank account and illegally withdrew money without
my knowledge or consent. I was not a Telstra customer at the time of this withdrawal
and am reporting this as suspected fraudulent activity of my Telecommunications
systems and am requesting an investigation into this matter.

Section (IIS) of the South Australia Police. The IIS Is responsible for assessing and
investigating the conduct of police officers.

Why has my complaint been referred to the HS?
Complaints and reports about police conduct are dealt with under the Police Complaints and
Discipline Act 2016 (PCD Act).
The PCD Act gives the IIS the primary responsibility for managing complaints and reports
about police conduct and requires the OPI to refer complaints and reports to the IIS for
